The project is being implemented in accordancewith the approved Annual Work Plan and Budget and the project team is putting tremendous effort to coordinate implementation amongall the implementing institutions. The mission has noted that some development outcomes are evidently being achieved, such as forexample, the improved farmers’ incomes accruing from access to domestic and export markets for processed cassava, rice and cocoa. Atotal of 391 metric tons of cocoa were exported to Switzerland and Japan against 140 tons exported during the previous season.Based on the audited accounts, the Cocoa Cooperatives Page 1 of 7 The World Bank Report No: ISR7964 made a total net profit of Le 927,515,552 (US$ 215,469) which translates toan average bonus per farmer of Le 662,511 (US$154). To avoid delays in the award of contracts for the rehabilitation of feeder roads under the phase 2 of the feeder roads rehabilitation scheme the PCU will assist district councils to complete the bid evaluation process and thereafter supervise the management of the contracts for councils that who fail to abide by the procurement guidelines; ii. SLRA will complete the review of the draft Feed Roads Maintenance Strategy and Plan by August 15, 2012 and submit the document for approval by the Feeder Roads Policy Committee. Thereafter the PCU should inform and assist the councils to prepare their own maintenance plans and make funds available for the works to commence; iii. SLRA should complete the procurement process for the spot improvement works by September 30, 2012. The Ministry of Works, Housing and Infrastructure (MoWHI) will see to it that the SLRA follows through this recommendation to ensure speedy execution of the activity; iv. PCU should launch all outstanding procurement activities as soon as possible; v. PCU should take immediate steps to improve project visibility and communication of project results; Public Disclosure Copy vi. The project should take immediate measures to properly document successful lessons (e.g., the cooperative business model) and appropriately adapt and replicate these in others areas of project intervention; and vii.
