PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Project Status 1. This grant finances the implementation of the LSMS-ISA Uganda National Panel Survey (P163029, Grant No. TF0A5142). The original US$1.6 million grant was approved on October 27, 2017 and the Grant Agreement was countersigned on March 12, 2018. To date, about US$0.60 million has been spent. 2. The project, which became effective on May 31, 2018, provides support to the implementation of Uganda National Panel Survey (UNPS), which is a national, multi-topic, longitudinal household survey with the principal focus on understanding dynamics in household welfare, livelihoods and agricultural outcomes, and their inter- relationships. The UNPS was established in 2009 with a previous grant from the World Bank Living Standards Measurement Study – Integrated Surveys on Agriculture (LSMS-ISA) initiative. Prior to the current project in discussion, the UNPS rounds were implemented in 2009/10, 2010/11, 2011/12, 2013/14, 2015/16 and 2018/19. B. Rationale for Restructuring. 3. The current project supported the 2019/2020 round of UNPS, and recently the UNPS 2020/2021 round preparation was underway. However, the preparatory activities for the UNPS 2020/21 was put on hold in April 2020 due to the COVID-19 pandemic and the related restrictions, and the start date for the survey fieldwork was subsequently postponed until May 2021. 4. The Borrower has thus requested an extension of the project to utilize the remaining balance (US$ 1 million) in support of the next round of the UNPS, which is now projected to be implemented from May 2021 until April 2022. 5. The Borrower has thus requested an extension of the closing date for Grant No. TF0A5142 from June 30, 2020 to May 30, 2022, to implement the next round of the UNPS. 6. The proposed restructuring does not entail any change in the development objective or nature of grant activities undertaken. There are no outstanding audits, or IFRs. The performance of the Borrower remains satisfactory; and the Bank and the Borrower agree on actions that will be undertaken by the Borrower to complete the Project.
