In its final year the project already met and, in some cases, exceeded the PDO and intermediate indicators. More nuanced discussion of the project results is as follows: 1. In line with the project’s short-term objectives, supplementary income was earned by more than 30,000 people through participation in the project-financed public works program which generated 1,051,786 man-days of temporary employment. 2. The actual length of rehabilitated irrigation canals (including emergency works) exceeds estimated end targets by 10-20 percent on average; while the indicator on rehabilitation of collector and drainage network is expected to reach 92 percent of the original target for the project area by the project’s completion. Rehabilitation of all 15 pumping stations has been completed. As a result of project interventions water management and irrigation service delivery improved on 250,000 ha of farm land; productivity of main agriculture crops in the area increased by 10-15 percent. 3. Number of direct beneficiaries is estimated at more than 1,390,000 people residing on the territory of the targeted WUAs and benefitting from improved irrigation services and improved water management. 4. On the institutional side, a number of envisaged legislative documents have been drafted and are currently at different stages of approval, with the most important achievement being a draft WUAs Law approved by the Lower Chamber of Parliament (Majlisi Namoyandagon) on May 14, 2019. 5. Improved water measurement practices are currently introduced and actively used in all 26 WUAs of Lower Kofarnihon basin along with the support extended to restructuring of the ALRI as a service provider at the basin level. The decree to establish the regional ALRI office in the Lower Kofarnihon was approved on November 15, 2018. The billing system was introduced and fully operational on the territory of Lower Kofarnihon. 6. The River Basin Working Groups (expected to transition into River Basin Organizations upon confirmation of the new MEWR’s structure by the Government) have been established in the Kofarnihon basin. However, some significant delays are observed in establishment of the Water Information System (WIS), largely related to the lack of consensus among the main sector ministries/agencies on contributing and benefitting from the WIS. Once the Resolution is approved, three further documents are to be finalized and approved: (1) the methodology of object coding (within 6 months of approval of the Resolution); (2) the methodology for the inventory (within 6 months of approval); and (3) the procedure for operation and maintenance of the system (within one year). All the documents have been drafted. 7. The preparation of the Kofarnihon River Basin Development Plan (RBDP) is on track. A draft has been circulated to stakeholders. Based on the draft RBDP, a plan of measures will be developed in consultations with key stakeholders involving the River Basin Organization and Basin Council Working Groups (RBO and RBC WG) members.
