Because the UTTP seeks to finance sub projects, it is necessary to prepare them. Work has therefore focused in this task. At the same time, the government of Mexico decided that the safeguard framework applicable to the UTTP will apply to all federally-financed urban transport projects as part of its PROTRAM program. The emphasis has been then on safeguard issues for the cities that PROTRAM has indicated. PROTRAM has already a portfolio of 25 projects with the possibility that some (or all) of them apply for UTTP financing within the next 2 years. The outcomes of the visits are: Monterrey is in the process of applying for financing from PROTRAM and has expressed interest in applying for PTTU finance. Leon could request a sub-loan to BANOBRAS through UTTP for the Optibus third phase. In addition, the team met with representatives of Public Disclosure Copy Juarez and Puebla in the Bank's offices in Mexico City. The cities representatives expressed their interest in eventually applying for UTTP financing. Several other cities are potential candidates for UTTP financing and are beginning to prepare project following agreed safeguard standards.
