Since project's effectiveness, important activities have been accomplished with good performance in implementation (i.e. effective multisectoral coordination, execution of the activities, results of numerous investments made, finalization of the fisheries cluster strategy, investment climate 1/26/2021 Page 1 of 8 The World Bank Implementation Status & Results Report Nouadhibou Eco-Seafood Cluster Project (P151058) reforms, reform of the PPP) and disbursement rate of 93 percent as of November 2020, of the original grant, reflect this good overall progress on the original activities. However, the positive trend on project implementation of results has significantly slowed down in the past months. This is due primarily to delays in procurement and institutional changes at Nouadhibou Free Zone Authority. The progress in the implementation of the activities planned under the project’s components is as follows: • Component 1 Developing a sustainable seafood cluster in Nouadhibou: most of the initial funding activities were completed or are in progress and some of the Additional Funding (AF) activities are being implemented. The implementation pace is slow mainly for validation of deliverables and key organization of meetings (i.e. relaunch of public-private dialogue platform and Project Steering Committee meeting to validate the 2021 work plan). • Component 2 Increasing the value of seafood products produced and marketed in the seafood cluster with the participation of local actors: part of the activities are being implemented or finalized. However, the component is suffering from lack of progress on a set of priority infrastructure whose execution duration risk to exceed the remaining life of the Project. • Component 3 Strengthening the enabling environment for private sector development: there has been little progress in implementaiton of this component since last reporting period (July 2020). The activities under the component have stagnated resulting from severe procurement delays. Given such a slow pace of implementation, there is an important risk of non-completion of all the planned activities within the remaining period of the project.
