The project has disbursed 91.8% of grant funds as of January 22, 2021. The overall implementation progress is Satisfactory and the progress towards achievement of the project's development objectives (PDO) is Satisfactory. The risk to the achievement of the development objective is Low. During calendar year 2020, CLEAR LAB successfully scaled-up their training, technical assistance/advisory and knowledge sharing services to sovereign clients, sub-national governments, civil society and the private sector in Brazil and Lusophone Africa. In Brazil, CLEAR LAB: i) conducted Monitoring and Evaluation (M&E) needs assessments in the states of Bahia and Ceara; ii) supported the design of an M&E system in the state of Minas Gerais; iii) mentored staff at the National School of Public Administration (ENAP, in Portuguese) to enhance theirs skills to evaluate projects for Brazilian federal government programs; iv) supported Espirito Santo state government in the design of a partnership to build capacities in evaluation focused on rural development; v) concluded five courses and workshops totaling 67 training hours for 153 participants from government, academia, research institutes, and civil society; vi) supported knowledge generation activities for the 'Better Early Childhood Program' in partnership with the Rio Grande do Sul state government, including a study to identify best practices in promoting remote support to child development and parenting, development of a program implementation 'Theory of Change, and data collection planning; vii) launched the 'Evidence-based Policymaking Award' (Prêmio Evidência, in Portuguese), in partnership with the Brazilian Federal Government, 1/27/2021 Page 1 of 4 The World Bank Implementation Status & Results Report CLEAR - Brazil (P150738) through ENAP, and with the Institute of Social Mobility; and viii) disseminated knowledge by organizing 8 live events (with over 958 participants) on topics such as COVID19 and Social Impact Investment Ecosystem overview, during gLOCAL Evaluation Week 2020, among others. In Lusophone Africa, CLEAR LAB: i) conducted 'M&E needs assessments' in Cape Verde, Mozambique, Sao Tome and Principe, and Angola (ongoing); ii) conducted three online surveys, 17 interviews, and analyzed 55 documents to support the delivery of technical assistance to two of the countries referenced in i); iii) delivered five courses to 100 participants from five Lusophone countries in Africa, totaling 93 training hours; iv) conducted 3 webinars with over 3,207 views, with participants from 14 countries (topics included 'M&E of public policies in Lusophone Africa'; 'Developing Monitoring and Evaluation Systems'; and 'Evidence-based management: the role of public policy impact evaluation'); v) prepared two technical reports on '2030 Agenda - Analysis and Recommendations for the Voluntary National Review in Mozambique (in partnership with UNICEF), and 'Analysis and suggestions for the improvement of Cape Verde's Logical Frameworks' (in partnership with the Ministry of Finance of Cape Verde). CLEAR LAB remains strongly committed to supporting M&E capacity development to improve policymaking, and ultimately better results and better lives.
