The project has taken a number of steps to advance project implementation including initiating a functional review of the Department of Agriculture (DoA) and Directorate of Marketing (DoM); and signing MOUs with a number of technical partner organizations such as Indian Institute of Millets Research (IIMR), the International Fertilizer Development Centre (IFDC) and International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) to enhance technical capacity of the DoA to deliver improved support services to farmers. However, core project staffing at the PCMU and PIUs has not been put in place with the project operating so far on a skeletal staff structure on deputation from government departments. This has affected project implementation capacity, with implementation of project components and interventions behind schedule.
