Implementation Status and Key Decisions
The project funded by the Trust Fund for Statistical Capacity Building has been implemented by the Ministry of Health, Labor and Social Protection
for two years. While the project is generally on track, there are some delays in implementation of the survey of barriers to employment among the
working-age population. The data collection is likely to take until the end of November 2018. Given that the project closes in February 2019, this
leaves little time for the MHLSP to make use of the research and to develop the roadmap for improved collection, analysis and dissemination of
labor demand and supply data as well as the policy action plan to address the skills mismatch. The MHLSP has already engaged an international

expert for analytical and policy development work to begin once 50 percent of the expected survey data is available.

Comments
Given continued delays with implementation of STEP-lite survey, the core project activity that contributes to attainment of project development
indicators i.e. roadmap and action plan (see results section), the risk remains substantial. The project coordinator in MHLSP carries out an intensive
monitoring of the field work by the local firm to keep the survey implementation on track. The Bank team is involved in oversight of the process on
the quality side.
To reduce the risk, the MHLSP agreed that the expert hired for data analysis and policy implications (roadmap and action plan) task will begin the
work as soon as she receives 50 percent of the survey data.

Overall Comments
The development of a roadmap and an action plan is pending delivery of the STEP-lite survey data. The MHLSP has already hired an
international expert to analyze the data and help the Inter-ministerial Working Group to transform the analysis into a roadmap and an action plan.
The expert stays tuned to begin the work as soon as the survey company deliveres 50 percent of the collected data, which is expected to happen
in mid November.
