The parent project, Education Sector Reform Support Project Phase II (PARSET 2) and its Additional Financing (AF) primarily focus primarily: (i) improving teaching and learning conditions in primary schools nationwide and in upper secondary schools in selected areas; and (ii) strengthening the system to facilitate evidence-based decision-making in the education sector. The parent project was approved on June 21, 2013, signed on October 11, 2013, and became effective on January 8, 2014. The original closing date of October 31, 2018 was extended to October 31, 3/12/2021 Page 1 of 10 The World Bank Implementation Status & Results Report Chad Education Sector Reform Project Phase 2 (P132617) 2020, to be in line with the closing date of the AF that was approved on June 23, 2017, signed on July 7, 2017, and became effective on August 1, 2017. As request by the government in September 2020, the closing date of the project has been extended from October 31, 2020 to October 31, 2021 in order to ensure that all activities will be implemented. Project implementation is progressing well, though the outbreak of the COVID-19 pandemic and the civil servants’ strike has led to some delays. Progress by component. All the components of the parent project have either been fully implemented or are near completion. Also, implementation of all components of the AF are progressing well. The 2021 Action Plan for the Project implementation has been approved by the Steering Committee and the Bank team and started to be implemented in February 2021. Component 1 - Improving teaching and learning conditions in primary schools. This component has four sub-components. Due to the additional financing, the number of teachers to be trained has been largely expanded (from 1,620 to 9,000). Moreover, the Project’s geographical coverage increased from 5 regions to 23 regions (or the whole country). Sub-component 1.1: Quality Infrastructure and School Furniture. This sub-component has been fully implemented and completed. Classrooms, latrines, and water points have been built or rehabilitated and received. The desks-benches and other furniture were manufactured according to the new standards of the Ministry of Education and were delivered to the schools. Sub-component 1.2: Teaching and Learning Materials. Almost all activities of this sub-component have been realized. The remaining programs and curricula for secondary school textbooks have been completed, and the curricula are available. All programs, curricula, and textbooks from primary to end of high school are now available and the copyrights belong to the Chadian Government. The elaboration of training modules for experimentation of secondary textbooks and user manuals have been completed. The experimentation of the new textbooks is the last activity of this sub-component. This activity has been delayed and planned to the second term of scholar year 2020-2021. Sub-component 1.3: Community Teacher Training and Management. Implementation of this sub-component is progressing well. From the parent project, all 360 CT2s have completed their training and received their certificates. After the reopening of schools in June 2020, the second cohort of 4,453 CTs resumed their training which ended in October 2020. The second cohort of 4,500 of CTs continues their second year of training since October 2020. All the CTs trainees receive their grants for the third term of scholar year 2019/2020 and the first term of scholar year 2020/21 by the mobile money now since February 2021. The training of 2,680 directors of primary education has been achieved in December 2019. The selection of the second cohort of 1,500 teachers has been contractually completed. The contracts have been also signed under the APICED supervision and already received their payment since October 2020. Sub-component 1.4: Deworming all primary school-age children. This sub-component has stalled because of the vendor that has been selected to procure the drugs was initially unable to deliver drugs which conformed with quality standards. The issue is still being discussed between the Bank and the project team.. During the mission in February-March 2020, the Bank team with the Government explored another possibility to ensure the acquisition of high quality deworming pills through the World Health Organization (WHO). The idea was to have PARSET2 ensure the distribution and administration of products to children. The Bank team was informed that no action plan has been discussed with WHO yet. The Bank team has continued to encourage the ministry to initiate a virtual meeting with WHO to solve the issue. Component 2: Improving Teaching and Learning in Upper Secondary Schools. This component has the following two sub-components of which the implementation of activities is progressing well: Sub-component 2.1: Teacher Training and Sub-sector Strategy. This sub-component has been successfully completed. Sub-component 2.2: Teaching and Learning Materials. All key actors—librarians, school directors, and teachers—have been trained on Digitization and Library Management in August 2018 by an international firm. All the 31 libraries in 30 Upper Secondary schools (15 physical and 16 virtual libraries with one poor high school with both a physical and a virtual library), have been constructed and delivered. Tablets are available and all materials such as generators, shelves, tables, chairs have been acquired. Internet connection is now also available. With a perspective to operationalize the virtual libraries, computer equipment (tablets, NAS servers, software and digital documentary collections) were distributed to the libraries of the secondary schools concerned. Work on configuring computer equipment and activating the internet connection in virtual libraries has been suspended following measures taken to fight against the spread of COVID-19.Reception of books for classical libraries is underway and the libraries (virtual and classic) are expected to be operationalized in March 2021. An ownership and sustainability workshop has been organized for school heads, municipal officials, student representatives and librarians. Component 3: Project Management and Monitoring and Evaluation. This component has the two following sub-components: Sub-component 3.1: Project Management. The Project is well managed and implemented by the Project Coordination Unit (PCU), which is well equipped (with human resources, computer equipment, etc.) to carry out its mandate. The audit of the financial accounts for the 2019 financial year has been carried out and the report is available. The process of audit for year 2020 is underway and the first report is expected to be available by June 2021. In addition, support for staff capacity building, funding for training and participation in several workshops for officials from different institutions was provided. The Project also supported the implementation of activities related to environmental management and maintenance of school infrastructure. Sub-component 3.2: Monitoring and Evaluation (M&E). The PCU has a qualified Monitoring and Evaluation Specialist who follows up all the activities of the parent project as well as the Additional Financing. The "Schema Directeur de l'Informatique" which is going to govern the Ministry of Education's information system has been adopted and a consultant has been hired to propose its operationalization. The key actors of the “Schema Directeur” received the 418 motorbikes and IT material (418 computers) and the distribution has already been made. In addition, the contract for a firm to carry out the Service Delivery Indicators (SDI) survey has been signed in March 2020. However, due to the ongoing COVID-19 heath crisis, all the SDI activities has been postponed for the next school year 2020-2021 and is expected to start in March 2021. Component 4: Stabilizing Community Teachers in Schools and Classrooms. This component has the following two sub-components which implementation is progressing well: Sub-component 4.1: Payment of Subsidies to Community Teachers. In December 2020 and February 2021, a total of 10,826 CTs received payments for the third term 2019/2020 and first 1 2020/2021 via mobile phone compagnies (AIRTEL and MOVV AFRICA former TIGO). CTs are expected to regularly receive their payment until the closing of the Project. All the development partners (UNICEF and UNESCO) with PARSET2 are continued working in the same platform, under the leadership of APICED to coordinate the payment of CTs and contractualized teacher. This will bring to bear the power of technology and help the payment and overall management of CTs be much more efficient. The payment of CTs has helped maintained CTs at school and stymied the process of community school closures in recent years. The CTs continue to receive their payment despite the COVID-19 and the civil servants’ strike and this is made possible by the use of mobile money. Sub-component 4.2: Mechanism/Method of Community Teachers' Payment of Subsidies. MENPC has already signed contracts with Airtel and MOOV AFRICA formerly names TIGO. The Agence pour la Promotion des Initiatives Communautaires en Education (APICED)—coordinator of the CT payment platform and his staff—has been nominated in May 2019.The international company hired to support APICED has been started working on the field. The first report related to the diagnostic is available since September 2020. The Bank continues to work with MENPC and APICED to ensure that the platform will be the main, if not unique, instrument the Government or all donors will use to pay CTs. This will help reduce or eliminate duplication and improve the efficiency and transparency of interventions targeted at the CTs.
