All implementing agencies, the Ministry of Science, Technology and Higher Education (MCTES), the National Authority for Technical and Professional Education (ANEP) in close collaboration with recently created State Secretariat of Technical Education (SEETP) and the International Center of Insect Physiology and Ecology (icipe) have advanced with preparation of activities to advance implementation readiness. In addition, to support the return to classes, which have been suspended in March 2020 as part of the country’s response to the COVID-19 pandemic, the Government launched a competitive call to cater for basic needs of higher education institutions aiming at facilitating the use of online systems including training of faculty. This support benefitted 40 higher education institutions both public (30) and private (10). 6/8/2021 Page 1 of 10 The World Bank Implementation Status & Results Report Improvement of Skills Development in Mozambique (P167054) The Project implementation units (PIUs) are established in MCTES and ANEP. The PIUs will report directly to the Project Steering Committee (PSC) chaired by the Permanent Secretary of MCTES. The PSC has been established and the first meeting will take place on June 4, 2021. Among others the following activities have been completed or are underway: Component 1. Increase access to quality of education and training in higher education with focus in priority areas. The bulk of activities were of preparatory nature which included: (i) completion of the competitive fund manual; (ii) training workshops on use of online systems and (iii) dissemination of the competitive fund manual to raise awareness among potential candidates of areas of focus, windows and modalities to access the funds; (iv) issuance of the second call for proposals under the Institutional Development Fund (IDF) which was followed by three capacity building sessions on proposal presentation targeted to 600 potential beneficiaries among faculty and researchers across all provinces during the months of January and February; and (v) monitoring of implementation of the funds awarded under the first call to support the reopening of classes; and (vi) underway is the preparation of terms of reference and technical specifications for selected activities. Component 2. Increase access to quality of education and training in selected areas of TVET. Key activities included the following: (i) training on fiduciary matters and on safeguards have been provided to the institutions competitively selected to be TVET flagships in selected areas; (ii) environmental impact studies of the six selected flagship institutes were carried out, the respective Environmental and Social Management Plans (ESMPs) were prepared and the best practices manual was disseminated; (iii) all six training institutions prepared their strategic and investment plans; (iv) the development of technical specifications of equipment for the TVET flagships is currently underway; (v) the development of qualifications with participation of private sector registered progress with focus in the sectors in Agriculture and Nature Conservation, Aquaculture, Fishery and Navigation, Industrial Maintenance and Urban Solid Waste Management; (vi) aiming to operationalization of the National Fund for Professional Education (NFPE) a manual to guide its management was completed and published and the platform for the collection of funds have been developed; (vi) launched the first call for proposals oriented to support training of youth in areas affected by ongoing instability. Component 3. Strengthening institutional capacity for higher education and TVET governance. Main activities were oriented towards supporting the project’s readiness for implementation, namely: (i) a first Gender Based Violence (GBV) awareness workshop was jointly organized with the World Bank and MCTES; (ii) the terms of reference for the development of the higher education strategic plan have been prepared; (iii) the design of a funding formula for higher education in the context of the financing reform of higher education is underway; (iv) the assessment of the sector information management systems was completed and the sector is preparing to proceed with activities aimed at improving the functionality of the system; (v) in the context of COVID-19, the Mozambique Research and Education Network (MoReNet) continued with the provision of training sessions on the use of online systems oriented to managers of higher education institutions (HEIs), IT managers, focal points of the beneficiary institutions and the academic and scientific community in general; (vi) a quality assurance reference center was established in 2020 and is located in University Eduardo Mondlane to cover the south region. It has since catered for the training of 12 internal quality assurance units of the HEIs (public and private) and lessons learned will be used to define the minimum operational standards of such units; (vii) the evaluation of courses and the process of accreditation is on good track, although due to COVID-19 the pre-evaluation is currently being performed online; (viii) terminal equipment (Routers and Uninterruptible Power Supply devices (UPS)) to establish connection to MoRENet was acquired and installed in 25 TVET institutions.
