It covers all activities of the West Africa Regional Communications Infrastructure Project (WARCIP 1B), reporting on the main outcomes of (a) the last implementation support mission, conducted virtually in March 2021, and (b) the bi-monthly remote monitoring meetings with the counterpart, established following the start of the Corona Virus Disease (COVID- 19) pandemic outbreak and held in April, May, June and July 2021 on the Burkina Faso (BF) portion (WARCIP – APL-1B) as all activities under the other two participating countries have been completed and the associated financing closed in 2016 and 2018. Overall, both DO and IP ratings of the WARCIP 1B are satisfactory (S). Ratings for the Burkina Faso activities remain also Satisfactory. The project development objective (PDO) has been achieved with all outcome and intermediate outcome indicators’ targets under the program achieved and exceeded. Strong results on all PDO-level indicators’ targets have been achieved: Average monthly price of wholesale international E1 capacity link from capital city to Europe has been reduced from US$ 7,300 month/2Mbit/s to US$715 month/2Mbit/s against a target US$ 2,450 month/2Mbit/s planned at the end of the project ; access to Telephone Services improved from 35.9 per 100 people to 85 per 100 people against a target of 59.7 per 100 planned at the end of the project. (fixed mainlines plus cellular phones per 100 people) ; and the volume of international traffic: International Communications (Internet, Telecoms, and Data) (Number, Custom) increased from 14.3 kbit/per person to 247 14.3 kbit/per person, against a end target of 63 14.3 kbit/per person Also, end-of project targets for all intermediate results indicators have been achieved. Preparation of the implementation completion and results report is underway. The ICR (which will also incorporate the findings of the interim ICRs pertaining to Guinea and The Gambia) is due in January 30, 2022, six months after the closing of the AF portion of the project. The project will aim to finalize the ICR prior to the due date. Several meetings have taken place with focal points from the project to discuss achievement, challenges and lessons learned at the project level. Below is a summary of the status of the main activities in Burkina Faso: Component 1 (Connectivity) is rated S: The main activities under this component aimed to (i) build a link to the border with Benin (around 180 km) to complete the regional connectivity; (ii) strengthen BF’s Virtual Landing Point (VLP) and Internet Exchange Point (IXP). Both the VLP and IXP have been established and strengthened. The construction of the 25 km Dindéogo-Zabré segment is almost completed and expected to be achieved and delivered by July 23, 2021. Due to insecurity reasons, the laying of the Fada-Pama fiber optic link (180 km) between BF and the border with Benin, the associated technical/feasibility studies, as well as the related monitoring of the fiber optic construction have all been canceled under Component 1. Thanks to part of the financing freed up by this cancelation, additional international bandwidth capacity (9 Gbps) could be purchased. The remaining balance of freed-up financing has been canceled. These changes, primarily affecting Component 1, as well as an extension of the closing date of IDA Credit No. 62220-BF and of the project from June 30, 2021, to July 30, 2021, were processed through a recent Level II restructuring on May 14, 2021. Component 2 (Creation of an Enabling Environment and Strengthening of Institutions for Improved Connectivity) is also rated S, as most of the key activities to strengthen the regulatory environment and the PPP for the management of the national backbone that would include the additional link and other infrastructures, including the activities linked to the shared infrastructure, are all well advanced and expected to be completed by current closing. The feasibility study for the creation of the passive infrastructure and electronic communications assets company is also at its final stage and is expected to be completed by July 23, 2021. Component 3 (Project implementation and Contingence) is Satisfactory, despite the MS of the Financial Management (FM). The latest audit report was unqualified. Procurement is rated satisfactory, all key activities were completed, and the last major purchase of the additional capacity of Component 1 went smoothly. The environmental and social impact notice for the construction of the Fada-Pama-Kourou/Kouala fiber optic link and the development of the resettlement action plan for the construction of the Fada-Pama-Kourou/Kouala fiber optic link has been canceled due to the cancellation of the construction of the Fada-Pama fiber optic link. However, all key environmental and social studies have been completed and their implementation and/or the monitoring of their implementation achieved. Strong results on all PDO-level indicators’ targets related to the Access to Telephone Services, Average monthly price of wholesale international E1 capacity link from capital city to Europe, and Access to Internet Services, have now been exceeded. Also, end-of-project targets for all intermediate results indicators have been achieved or exceeded. The ICR preparation is underway. The Borrower is also preparing its own completion report, which will be attached to the World Bank’s final ICR.
