The project has completed 99% of the activities with the last ongoing procurement of additional toys and materials and replication of implementation guidelines for scaling up of the project piloted programs and initiatives beyond the project. As of this update, the disbursement has reached 99% with less than $1 million committed and to be disbursed over the remaining two months. The results to date clearly demonstrate that the project is achieving its development objectives by meeting and or exceeding the predefined targets of the project outcome and intermediate indicators. Specifically, the project has successfully implemented a School Preparation Program designed to increase readiness for all children prior to primary enrolment. The program enrolled three cohorts of 137,000 children of 5-6 years old and advanced their preparedness for learning. A study using the Early Development Instrument to track a representative sample showed significant gains in key domains of language and cognitive skills, social- emotional and physical development by all children enrolled. Children of lowest social and economic status without access to any pre-school education benefited the most with up to 30% of the gains from the base line. The project established 120 Community based Kindergartens (CbK) in remote, rural and underserved communities across the country enrolling 10,000 children of 3-5 years old. This CbK model offered an affordable alternative to the State Kindergartens in cities extending access to preschool education to the underserved and marginalized population. The project also piloted an inclusive education model in one rayon demonstrating an integrated approach from early diagnosis of the children with special education needs, to the development of teacher skills in pedagogy and interaction and to the establishment of support network within and outside school's environment. These programs have laid out a solid foundation for the government to scale up and sustain in further expansion of access and improvement of foundations of learning. In addition to the pilot of the EDI above, two more innovative approaches piloted under the project are also being institutionalized. A classroom observation of teacher practice using CLASS was piloted measuring teacher-child interaction in the domains of social emotional support, classroom management and instructional support. The study has shown that 110 teachers assessed through two rounds of evaluation demonstrated improvement in their classroom teaching practice by significant gains in all three domains. On financing of pre-school education, a per child funding model was designed and piloted in three rayons showing the feasibility to move to a block grant approach based on a per child cost for different modes of delivery of pre-school services.
