Component 1, DAPSAN is finalizing the national water and sanitation sector policy and has launched recently an interesting initiative to support small scale water providers. Final negotiations for the concession contract of ESSAP are on going. SEAM is doing a good job with the development of a framework to improve water resources monitoring and management in 5 water basins. ERSAN has recently started an important study to improve the regulatory framework and the tariff structure. Under component 2, ESSAP has developed a framework to monitor key management and service delivery indicators to improve transparency and technical and commercial efficiency. Progress have been made in increasing accounted water and collection. ESSAP has installed 35.000 new water meters out of the 110.000 financed by the project. This activity will further contribute to ESSAP's technical and commercial efficiency. On another hand, works contracts for a total amount of US$ 39 million are under execution to improve environmental sanitation and water services for 285.000 people in the Asunción Metropolitan Area. These works include the rehabilitation of 57 Km of secondary distribution water network (100 percent executed), the construction of 8,4 km of sanitation network (86 percent executed), the construction of 33 Km of primary sanitation collectors in the watershed of Itay (40 percent executed) and the backfilling of the site for the future Bella Vista Wasted Water Treatment Plant (WWTP) and for the construction of 95 houses. All works contracts are supervised by independants firms. The implementation of the Resettlement Plan of 133 families associated with the construction of the WWTP is satisfactory. The bidding document for the outfall is under final stage of preparation. The design of the WWTP to be financed by IADB will be revised based on the latest changes in the Sanitation Master Plan for Gran Asuncion. ESSAP continues to improve its technical and commercial efficiency through a sustained technical assistance from the project. In the past four years ESSAP has increased steadily both its billing and collection by 14 and 17 percent respectively. Non accounted water rate has improved from 50% to 47%. ESSAP not only covers its operating costs with revenues from services but also covers investments and past loans payments. Under Component 3, SENASA is finalizing the technical studies and community mobilization activities for the construction of 30 water supply and sanitation systems in indigenous communities in Chaco to benefit about 6.000 people. Communities, Municipalities and civil society and NGo's are closely involved in planning and project design. SENASA has installed 1,200 latrines in indigenous communities in Chaco providing basic sanitation to 6.190 beneficiaries and completed the construction of 30 rural water supply systems serving 12.000 beneficiaries in December 2013.
