The two stage APL programthat contributes to this objective and the allocation of works and activities under each APL has been specifically designed toensure that APL-1 can be free-standing, with no stranded assets at the end of the first stage. The project (APL-1) development objectives contribute to the overall program development objective by (i) improving sewerageservices in the M-R River Basin and other parts of the Province and City of Buenos Aires by expanding transport and treatmentcapacity; (ii) supporting a reduction of industrial discharges to the M-R River, through the provision of industrial conversiongrants to small and medium enterprises; (iii) promoting improved decision-making for environmentally-sustainable land use anddrainage planning, and piloting urban drainage and land use investments, in the M-R River Basin; and (iv) strengthening ACUMAR#sinstitutional framework for ongoing and sustainable clean-up of the M-R River Basin. A virtual supervision mission was carried out from September 10-24, 2020. A summary of the project implementation progress as of September 2020 is presented below. Component 1: Sanitation The Lot 1 contract for the construction of the Left Bank Collector (LBC) has achieved a physical completion rate of 73.68%. The contract consists of three sections: (a) section 1 of the LBC is completed; (b) section 2 of the LBC has completed 9.5 km with an expectation that the remaining 1km of tunnel will be completed by October 30th, 2020; and (c) the Baja Costanera Bypass Collector was completed in September 2020 with 5.2 kilometers of tunnel constructed. Complementary works under the Lot 1 contract are progressing well with a completion rate of 95%. The works that are expected to be carried out in the coming months include: remaining connections with the storm water and the maximum sewers and decommissioning of pumping stations. The Lot 3 contract for the construction of the Subaquatic Outfall. The construction of the outfall tunnel was completed in March 2020. The construction of the raisers (34 in total) began in September 2020. The contract for the Southeast Sludge Treatment Plant has a financial completion rate of 71.12%. Due to delay caused by the pandemic, this contract is expected now to be completed in September 2021. Component 2: Industrial Pollution Abatement This component supports two construction contracts and one supervision contract. All three contracts are now under implementation. 1. Tannery Industrial Park. As of September 2020, the certified execution progress is 37.2% with a contract completion date of March 31, 2021. During implementation, modifications were made to the original design, particularly on the supply of gas, electricity and drinking water. The implementing agency is actively working with the tannery association in the development of the park's operating regulations. 2. Industrial Wastewater Treatment Plant. Signed on April 17th, 2020, the certified execution progress of this contract is 2.2% with a contract completion date of March 31, 2021. The original plant layout has been updated to take advantage of the characteristics of the bearing mantle for the piloted structures. 3. Supervision Contract. The contract is ongoing along the implementation of the above two works contracts. Component 3: Environmental Territorial Management Works in Cañuelas and Marco Paz have been finalized under this Component. At the time of this ISR, the remaining contract under this component is for the construction of water, sanitation and drainage networks in Villa 21-24. For this contract, a new amendment is recently approved with few design adjustments. As of September 2020, the certified work progress is about 70%.
