No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING Summary 1. On December 16, 2020, the World Bank (WB) received a request from the Government of Burkina Faso (GoBF) to restructure the West Africa Regional Communications Infrastructure Project (WARCIP) - APL1B (P122402). This request resulted from the security report, commissioned by the GoBF, through the WARCIP-APL1B project, to assess the situation in Eastern Burkina Faso and advise on the feasibility of the construction of the Fada-Pama fiber optic link, currently planned under the project’s Component 1 (Connectivity). The security expert’s final assessment received on October 28, 2020 stated that the Fada- Pama area’s insecurity level is high and attacks against civilians and regular checks by terrorist groups on the Fada-Pama axis make the area insecure and dangerous. The report concluded that significant mitigation measures would need to be established to adequately address the current security situation for the works to start, rendering it virtually impossible to start the construction and complete the Fada-Pama fiber optic link by the current project closing date of June 30, 2021. 2. This Level II restructuring only relates to the activities pertaining to Burkina Faso under the WARCIP-APL- 1B project, as those associated to The Gambia and Guinea are now completed and their associated financing closed. This restructuring seeks to: (i) cancel the construction of the fiber optic link between Fada-Pama (Component 1) and all related studies, due to the insecurity in Eastern Burkina Faso; (ii) purchase additional international bandwidth capacity using part of the financing freed up by the cancelation of the Fada-Pama link activity; (iii) cancel the remaining balance of the amount initially allocated to the Fada-Pama link activity under Component 1 (US$1.9 million), and (iv) extend the closing date of IDA Credit No. 62220-BF and of the project from June 30, 2021 to July 30, 2021. This Level II restructuring requires Country Director (CD) Approval. Project Status 3. The WARCIP’s program development objectives (PDO) are to increase the geographical reach of broadband networks and reduce costs of communications services in West Africa. The WARCIP-APL1B project’s PDO is to contribute to increasing the geographical reach of broadband networks and to reducing the costs of communications services in each of the territories of The Gambia, Guinea and Burkina Faso. 4. The initial IDA Grant (H7120-BF) of EUR 18,860,000 (US$23 million equivalent) granted to Burkina Faso under the WARCIP-APL1B project was approved on June 21, 2011 and closed on September 30, 2018. An additional financing (AF) in the form of an IDA Credit (62220-BF) of EUR 16,400,000 (US$20 million 5 The World Bank West Africa Regional Communications Infrastructure Project - APL-1B (P122402) equivalent) was approved and declared effective on April 25, 2018 and September 5, 2018 respectively. The AF is closing on June 30, 2021. 5. As of May 5, 2021, the AF’s disbursement rate stood at 46%. The relatively low disbursement rate mainly stems from insecurity issues in the Fada-Pama region, where all activities related to the construction of the Fada-Pama fiber optic link have been suspended. These activities, whose allocation amounts to about US$7 million, represent 35 percent of the AF to Burkina Faso. See Table 1 below for a breakdown of disbursements per component. Table 1. In the WARCIP-APL1B project’s last Implementation Status and Results report (ISR) of November 30, 2020, both Progress toward achievement of the Development Objectives (DO) and overall Implementation Progress (IP) were rated Satisfactory. These ratings reflect the significant progress that has been achieved, despite an implementation that has been slowed down by the COVID 19 pandemic and the serious security issues in Eastern Burkina Faso. 7. The purchase of international bandwidth capacity (15Gbps) under Component 1 was completed on June 17, 2020, while the convention between the authorities and the “Société Coopérative Simplifiée” (SCOOPS), associated to the transfer of public assets to the private sector and the maintenance of the fiber optic network to Ghana border (under Subcomponent 1.1.1), was signed in August 2020. This 15Gbps international bandwidth capacity has been purchased by Component 1 of the project over a 3-year period, and the GoBF is directly funding the associated operation and maintenance (O&M) costs over that period. In addition, the technical feasibility studies associated to the 25km long Dindéogo-Zabré fiber optic link have been completed; construction work has just begun and the link will be completed and delivered before the current closing date. 8. Following in the steps of the capital city of Ouagadougou, which celebrated the inauguration of its Internet Exchange Point (IXP) and Virtual Landing Point (VLP), both financed under Component 1, back on July 10, 2018, the city of Bobo Dioulasso was also equipped with its own IXP and VLP on September 4, 2020, thanks to the AF. Subsequent strong traffic growth confirms the project’s contribution to the improvement of Internet access in Burkina Faso. Finally, the study for the feasibility of a Public-Private Partnership (PPP) to operate the backbone and the IXP (Ouagadougou and Bobo Dioulasso) was launched in November 2020. 9. When it comes to Results, most end targets have been achieved or even exceeded. The proposed cancellation of the fiber optic network in Fada-Pama (Link to Benin) will not impact the PDO of the WARCIP-APL1B 6 The World Bank West Africa Regional Communications Infrastructure Project - APL-1B (P122402) project, as the establishment of the international link to the Ghana border, which has already been achieved under the parent project and is fully operational, led to the achievement of the PDO. The additional link to Benin (Fada-Pama fiber optic network) was expected to provide “additional redundancy” to the national and the regional network. 10. The Work and Budget Plan for the remaining months of implementation and a draft Procurement Plan are ready and will be approved following the restructuring. As of the last virtual implementation mission, which took place on March 17-19, 2021, no overdue audit nor procurement issues were reported. Rationale for restructuring 11. Despite all the progress achieved since project effectiveness, implementation in Burkina Faso has been hindered by insecurities issues in the region where construction of the Fada-Pama section of the fiber-optic network was planned, e.g. at the frontier with Benin. This infrastructure is one of the main activities that is supported under the AF. As part of a bi-monthly remote monitoring process established with the GoBF since the start of the COVID-19 pandemic, and per recommendations following the implementation mission (through the aide memoire and management letter) which took place on December, 2019, the GoBF commissioned a security expert to assess the situation in the region and advise on the feasibility of the construction in the given area in Eastern Burkina. 12. The security expert’s final assessment, received on October 28, 2020, stated that the Fada-Pama area’s insecurity level was high. Attacks against civilians and regular checks by terrorist groups make the area dangerous. The assessment concluded that significant mitigation measures would need to be established to appropriately address the current security situation for the works to start, rendering it impossible to anticipate a completion of the Fada-Pama link by the current project closing date of June 30, 2021, or by any reasonable extended deadline in the near future. 13. Since proceeding with the construction of the Fada-Pama fiber optic link is no longer possible, this activity, along with all the related technical/feasibility studies and the plan for monitoring the fiber optic construction, will be cancelled. Related IDA credit proceeds freed upon the canceled activities will be reallocated to the purchase of 9 Gbps international bandwidth capacity (please see below). Due to COVID-19 pandemic, there are increasing demands for internet access from schools, hospitals, universities, and others, which the country is currently unable to efficiently and effectively meet. In order to address the gap between high demand and low supply over the short-medium term during the response and recovery to the COVID-19 pandemic, the project will support the purchase of additional international bandwidth capacity, which is fully aligned with the project scope and the project development objective. 14. To allow for the delivery of the additional international bandwidth capacity, a one-month extension of the closing date of IDA Credit No. 62220-BF, from June 30, 2021 to July 30, 2021, will be necessary. The extension has been discussed with the client, and the agreement will be confirmed by GoBF through the co- signing of the Amendment Letter. The team is confident that the one-month extension is enough for the completion of the activities. 7 The World Bank West Africa Regional Communications Infrastructure Project - APL-1B (P122402) II. DESCRIPTION OF PROPOSED CHANGES 15. The proposed restructuring seeks to cancel all activities associated to the construction of the Fada-Pama fiber optic link under Component 1 (estimated at US$7.1 million) and reallocate part of the associated financing that is released as a result to support the purchase of additional international bandwidth capacity (for US$5.2 million) under Component 1. The remaining balance of US$1.9 million will be cancelled. Details are provided below. Change in Project Components, Activities, and Costs 16. Cancellation of all activities related to the construction of the Fada-Pama fiber optic link (US$7.1 million equivalent) under Component 1, which included: (a) Laying of the fiber optic link between Burkina and the Republic of Benin frontier (Connectivity Component); (b) Technical/feasibility studies of the above-mentioned work; (c) Monitoring of the fiber optic construction. 17. Introduction of one new activity under Component 1 (US$5.2 million), i.e. the purchase of additional international bandwidth: The additional international bandwidth capacity (approximately 9Gbps for an estimated 5 years) will be purchased through single source contracting and be delivered before proposed new project closing date. The associated O&M cost will not be funded by the project, per GoBF letter dated April 7, 2021. 18. Cancellation of the remaining balance (US$1.9m) of the amount initially allocated for the Fada-Pama fiber optic link construction under Component 1. 19. Extension of the closing date of the project and the associated IDA Credit No. 62220-BF of one month, from June 30, 2021 to July 30, 2021. 20. Reallocations and change in disbursement estimates. The US$5.2 million IDA funds to be reallocated to the purchase of the 9 Gbps (estimate) international bandwidth capacity, representing 26 percent of the AF, will be fully disbursed before the proposed new project closing date. The remaining balance of US$1.9 million will be cancelled. Table 2 below shows the proposed reallocations across categories of expenditures. Table 2. Technical and economic analysis: As the restructuring consists mostly in streamlining activities and a targeted cancellation, the technical and economic analysis presented in the PAD and for the AF remains valid. 22. Social and environmental analysis: activities affected by this restructuring only pertain to purchase of additional international bandwidth capacity. Therefore, the safeguards category "B" remains unchanged, and the restructuring will not trigger any new safeguard measures. Safeguard policies that applied to the parent project remain unchanged: OP 4.01 Environmental Assessment, OP 4.11 Physical cultural resources and OP 4.12 Involuntary Resettlement. The parent project’s safeguard instruments - Environmental and social Management Framework (ESMF), and Resettlement Policy Framework (RPF) - remain applicable and do not require any updating. 23. The proposed restructuring does not trigger any changes to the PDO, the project structure, the theory of change, or the institutional arrangements. The Results Framework will be revised to reflect the increase of volume of available international capacity: International Communications bandwidth (Gbps) and the 9 The World Bank West Africa Regional Communications Infrastructure Project - APL-1B (P122402) decrease of the total length of national fiber optic networks (km). Based on the current performance of the project and changes proposed under this restructuring, end targets have been revised as follows (see Table 3 below): (i) International Communications bandwidth (Gbps) by project closing is being increased from 30 Gbps to 39 Gbps due to the purchase of additional international bandwidth (9 Gbps) and (ii) the total length of national fiber optic networks has been lowered from 3,500 Km to 3,320 Km to reflect the cancellation of the 180-Km Fada-Pama link proposed under this restructuring. Overall risk rating: As part of the WB’s Systematic Operations Risk-Rating Tool (SORT) recalibration exercise, the project’s Overall risk has been updated in latest ISR. The current SORT risk ratings remain relevant and are not affected by the proposed restructuring.
