As of October 2015, over 11,400 individuals benefited from the employment support services extended under the project (7,432 in the FBH and 4,000 in the RS); there might be a slight change in this number in the RS when the final implementation progress report as of December 2015 is received. Technical assistance was provided to introduce new targeting mechanisms (proxy means testing) for non-insurance based cash transfers. Once implemented, the new methodology will improve targeting of the cash transfers to reach eligible poor and vulnerable beneficiaries. The new methodology has been incorporated in the draft new law on social protection in the FBH, while in the RS the new methodology is expected to be introduced through amendments to the existing social protection legislation possibly in 2016-17 following an evalaution of the existing legislation. Upgrade of the management information system for social transfers (SOTAC) is almost complete in both entities with delivery of some equipment pending in the RS. The project has also supported upgrade of the existing management information system for veteran benefits in the RS as well as the digitalization of records. In the FBIH, the project is has supported development of the new management information system for veteran benefits which is complete and will become operational in January 2016. The activities related to management information systems have created preconditions for an integrated registry of all non-insurance cash transfers in both entities. The operationalization of this registry is included in the implementation plans ofr both the RS and FBIH within 2016. Such registry will be an important tool for policy makers to make informed policy choices in respect to social benefits and cash transfers. 1/15/2016 Page 2 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Social Safety Nets & Employment Support Project (P116774) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  --  Moderate  Moderate Macroeconomic  --  Low  Low Sector Strategies and Policies  --  Moderate  Substantial Technical Design of Project or Program  --  Moderate  Moderate Institutional Capacity for Implementation and Sustainability  --  Moderate  Moderate Fiduciary  --  Low  Low Environment and Social  --  Low  Low Stakeholders  --  Low  Low Other  --  --  -- Overall  --  Moderate  Moderate Results Project Development Objective Indicators 1/15/2016 Page 3 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Social Safety Nets & Employment Support Project (P116774) PHINDPDOTBL  Direct project beneficiaries (Number, Core) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 10833.00 11400.00 10000.00 Date 31-Dec-2009 30-Mar-2015 31-Oct-2015 31-Oct-2015 PHINDPDOTBL  Female beneficiaries (Percentage, Core Supplement) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 47.00 47.00 25.00 PHINDPDOTBL  Improved targeting methodology implemented (min in 80% of CSWs) in RS and FBH with respect to the last resort social assistance program and for benefits for families with children (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 80.00 Date 31-Dec-2009 30-Mar-2015 30-Oct-2015 31-Oct-2015 Comments The improved targeting formula which has been incorporated into a draft social protection law in the FBIH has not been presented to the Cabinet and Parliament.
