The US$148 million ALTTFP – APL2 project is financed through IDA Grant H787-CI of US$90 million and counterpart funding of US$58 million. As of December 2018, the project has disbursed 93% of the IDA financing. The project's closing date has been extended to March 29, 2019. Component A - Trade facilitation. The activities of trade facilitation are progressing well and are expected to be completed by the project closing date. The interconnectivity pilot between customs of Ghana and Cote d’Ivoire is operational and will be scaled up to a full solution through the support of another World Bank project. An evaluation workshop organized by the customs concluded that the technical assistance provided to its various departments had a positive impact on the organization and the performance of the customs. 1/22/2019 Page 1 of 5 The World Bank Implementation Status & Results Report Abidjan-Lagos Trade and Transport Facilitation Program - APL-2 (P116323) Component B - Improvement of the road corridor infrastructure. All planned activities and related works have been completed or are expected to be completed by January 2019 (with the exception of the strengthening of the Grand-Bassam-N'zikro section directly financed by the GoIC). The rehabilitation works on the Aboisso-Noé axis are almost all completed, with the exception of the replacement of around 2,000ml of stolen guardrails as well as the rehabilitation of certain railings. The freight terminal station and the Vridi access roads are operational since March 2017. Civil works on Aboisso-Noe road have resumed in good conditions in July 2017 but face delays, and the works are expected to be finalized by January 2019. The Aboisso and Noe bridges have been completed; the bridge of Aboisso has been opened to traffic, while the one at Noe is expected to be operational by January 2019. Works are progressing at the rest areas of Aboisso and Noe, which are expected to be operational by the end of December 2018, with four months of delay. The Aboisso pedestrian bridge is expected to be functional in January 2019. Works on the Noe-Elubo section are expected to be finalized at the earliest in January 2019. Regarding the Grand Bassam -Aboisso section, the Grand Bassam – Nzikro are behind schedule, while work is almost complete on N'zikro – Aboisso. Component D – HIV/AIDS Programs and Corridor Performance Monitoring. The Abidjan-Lagos Corridor Organization (ALCO) has continued to perform well and provided timely reports on performance indicators results. The main conclusions of the latest report covering year seven of implementation of the ALTTFP show that most of the performance indicators have been achieved. For Ivory coast: (i) the port dwell time is of 11 days for a target of 12 days; (ii) the border crossing time is 18h against for a target of 31h; and (iii) the Abidjan-Noé road section recorded 3 roadblocks over a length of 170 km.
