Project Objectives, Financing, Costs and Components : The objectives of the project were to assist the government in carrying out an emergency road rehabilitation program to alleviate disruption caused by cyclone damage and restore economic activities . The total cost of the Project was US$ 26.4 million, of which US$19.8 million was credit from the IDA ($14 million in the original credit, raised in a supplemental credit agreement following a second cyclone in 1991) . The original project was approved in May 1990, the supplemental credit in March 1993 and the project closed in December 1997, one year behind the amended schedule. The principal components were: - 1. extraordinary maintenance to keep roads passable and coastal protection of the main roads . 2. rehabilitation of priority links, 50.6 km 3. technical assistance and consultancy for design, supervision and management 4. procurement to restore cyclone-damaged navigation facilities and road maintenance equipment 5. training and institutional strengthening 3. Achievement of Relevant Objectives : The primary objectives have been achieved. Normal transportation has been quickly restored and the sustainability of the road network has been increased through measures such as the extension of coastal protection. The project has also contributed to improving safety measures, institutional strengthening and private sector development. 4. Significant Achievements : The project succeeded in achieving a quick response to the original emergency situation and then was able to respond again to a second cyclone emergency whilst the project was in progress and implement measures to provide a less disaster prone infrastructure . 5. Significant Shortcomings : There were problems with resolving issues relating to land ownership and contractor inexperience, which created implementation difficulties and contributed to the delay in the completion of one of the original rehabilitation contracts. 6. While the process of institutional development must continue, the ICR provides indications that there was substantial institutional development progress during this project. Lessons of Broad Applicability : The infrastructural sector is a crucial link in determining a country's ability to respond to natural disasters . A successful institutional strengthening component of a project is key to improving infrastructure management and sustainability of project works . In environmentally sensitive areas the cooperation of affected interests is necessary to find the appropriate mix of "hard" and "soft" solutions to infrastructure needs. 8. Audit Recommended? Yes No 9. Comments on Quality of ICR : The ICR is satisfactory. It includes a contribution from the Borrower, although the Borrower did not comment on the ICR itself. The ICR has made good use of performance indicators and ratings and included some limited economic analysis . The aide-memoire of the ICR mission is well -written and addresses the significant aspects of the project .
