Yayasan Transparasi Sumber Daya Ekstraktif (Publish What You Pay Indonesia) (hereinafter YTSDE- PWYP Indonesia) will implement the Citizen Monitoring and Engagement for Transparency and Accountability of Licensing and Revenue Management in Mining Sector Project (the Project). The International Bank for Reconstruction and Development (hereinafter the Bank), acting as administrator of grant funds provided by donors under the Extractives Global Programmatic Support Multi-Donor Trust Fund Multi Donor Trust Fund has agreed to provide financing for the Project. 2. YTSDE-PWYP Indonesia will implement material measures and actions so that the Project is implemented in accordance with the Environmental and Social Standards (ESSs). This Environmental and Social Commitment Plan (ESCP) sets out material measures and actions, any specific documents or plans, as well as the timing for each of these. 3. YTSDE-PWYP Indonesia will also comply with the provisions of any other E&S documents required under the ESF and referred to in this ESCP, such as the Labor Management Procedure (LMP) and Stakeholder Engagement Plans (SEP), and the timelines specified in those E&S documents. 4. YTSDE-PWYP Indonesia is responsible for compliance with all requirements of the ESCP. 5. Implementation of the material measures and actions set out in this ESCP will be monitored and reported to the Bank by YTSDE-PWYP Indonesia as required by the ESCP and the conditions of the legal agreement, and the Bank will monitor and assess progress and completion of the material measures and actions throughout implementation of the Project. 6. As agreed by the Bank and YTSDE-PWYP Indonesia, this ESCP may be revised from time to time during Project implementation, to reflect adaptive management of Project changes and unforeseen circumstances or in response to assessment of Project performance conducted under the ESCP itself. In such circumstances, YTSDE-PWYP Indonesia will agree to the changes with the Bank and will update the ESCP to reflect such changes. Agreement on changes to the ESCP will be documented through the exchange of letters signed between the Bank and the YTSDE-PWYP Indonesia. The YTSDE-PWYP Indonesia will promptly disclose the updated ESCP. 7. YTSDE-PWYP Indonesia Adopt and implement personal health and safety measures, provision and use of PPEs, and other provisions in compliance to the Government of Indonesia’s Labor Law for project workers in the LMP. ESS 7: INDIGENOUS PEOPLES 7.1 INCLUSIVE AND MEANINGFUL CONSULTATIONS Throughout Project implementation. YTSDE-PWYP Indonesia Adopt and implement a Stakeholder Engagement Plan (SEP) which includes procedures for inclusive and meaningful community consultations in locations where there are presence of Indigenous Peoples, including Masyarakat Adat. 7.2 GRIEVANCE MECHANISM: Throughout Project implementation. YTSDE-PWYP Indonesia Adopt and implement a SEP which includes a feedback and grievance mechanism for Indigenous Peoples, including Masyarakat Adat. ESS 10: STAKEHOLDER ENGAGEMENT AND INFORMATION DISCLOSURE 10.1 STAKEHOLDER ENGAGEMENT PLAN PREPARATION AND IMPLEMENTATION Throughout Project implementation. YTSDE-PWYP Indonesia Adopt and implement a Stakeholder Engagement Plan (SEP). Maintain requirements in the SEP that the project will facilitate Multi-Stakeholder Forum (MSF) meetings in the targeted provinces at least two times annually to discuss and report on project implementation with the partners and that the publication for the project will be published through various media both at national and local levels. 10.2 PROJECT FEEDBACK GRIEVANCE MECHANISM: Throughout Project implementation.
