The objective of the project is three fold: (i) strategic clients gain knowledge in, and the motivation to use M&E methods, approaches, tools, and findings; (ii) other M&E capacity providers gain knowledge on evaluation capacity development (ECD) from CLEAR’s experience on what works and what doesn’t work in ECD; and (iii) the CLEAR Center works towards achieving institutional and financial viability. The project has disbursed 92% of grant funds as of January 23, 2021. The overall implementation progress is Satisfactory and the progress towards achievement of the project's development objectives (PDO) is Satisfactory. The risk to the achievement of the development objective is Low. During calendar year 2020, CLEAR LAC successfully scaled-up their training, technical assistance/advisory and knowledge generation and sharing services to regional institutions, national governments, civil society and the private sector in several countries across the region. They are as follows: In terms of knowledge generation, CLEAR LAC has delivered the following outputs: i) publication of the Anthology on Impact Assessment; ii) supported the creation of the National Index of Capacities in Evaluation of Social and Political Programs in Latin America and the Caribbean; iii) publication of Academic Articles “Making Evidence Relevant: A Tool for Curating Evaluations When Conducting Evidence Review” and “Influencing Behavioral Change in Smallholder Farmers: Findings from an Outcome-Harvesting Evaluation in Mexico”; iv) completion of the exploratory analysis of the design of the priority scholarship programs 2019-2020; and v) Initiation of technical assistance on Management for Results with the Caribbean Community (CARICOM), which includes three pilot countries, as well as regional institutions. In terms of training, CLEAR LAC has delivered the following outputs: i) creation of the CLEAR 2020 training model; ii) Curriculum development and content generation for PRiME on-line: Fundamentals of Monitoring and Evaluation for Rural Development in English, French and Spanish – with support from and collaboration with IFAD; iii) delivered an M&E course at the Dr. Guillermo Manuel Ungo Foundation (FundaUngo, El Salvador); iv) 1/29/2021 Page 1 of 4 The World Bank Implementation Status & Results Report CLEAR Center for Spanish-Speaking Latin America - Phase 2 (P162485) delivered the XII Diploma in Public Policies and Evaluation; v) delivered a course on "Use of information and evidence in legislative decision- making"; vi) delivered training on evaluation of government programs with the Finance Department of Hidalgo state in Mexico; and vii) participated in the workshop for journalists: 'Evaluation and journalism of public policies'. In terms of partnership building for the promotion of M&E capacity development, CLEAR LAC delivered the following outputs/activities: i) convened gLOCAL Evaluation Week 2020, with over 8,000 registered participants who attended 148 events held in 15 countries - across Spanish-speaking Latin America; ii) held the Fourth session of the CLEAR LAC Regional Advisory Council; iii) participated in FOCELAC 2020; iv) contributed to seminars on ‘Assessment as a learning and transformation process’, ‘The importance of M&E systems in Programs for Rural Development in Latin America (CLEAR- FIDA)’, and v) joined panel discussions including ‘EvalFuturo: Reflections on the future of evaluation (ReLAC)’, ‘The Evaluation of public policies within the framework of INAI (gLOCAL 2020)’, ‘Evaluation of public policies and journalism (gLOCAL 2020)’, ‘National evaluation capacities: background and institutional challenges (gLOCAL 2020)’, and ‘MujeresPRiME campaign. In terms of knowledge sharing, CLEAR LAC has: i) published a regional summary report on gLOCAL Evaluation Week 2020; ii) redesigned its website to ensure the Center’s work and knowledge products are more accessible (www.clear-lac.org); iii) produced/contributed to Podcasts – ‘Evaluation for what?’; iii) produced infographics on relevant topics of Monitoring and Evaluation topics/themes; iv) created the SDG 360 virtual space for ongoing dialogue and information sharing regarding evaluation and the achievement of SDG targets; v) livestreamed interviews with leaders in the evaluation field on M&E issues and contributed to M&E think-pieces in various media/communication outlets; vi) produced ‘How to’ videos on M&E; and vii) designed a toolkit for teaching M&E. CLEAR LAC remains strongly committed to supporting M&E capacity development to improve policymaking, and ultimately better results and better lives.
