This included hiring a residential international operations adviser, internationally recruited boiler operators, and environmental monitoring staff. The onsite international adviser has been critical to help identify issues and broker solutions for the installation contractor to rectify a series of start-up challenges. Overall Comments PDO While good progress was made to establish and deploy remote supervision M&E tools using kobotool box, it has gone slower than anticipated given the COVID-19 pandemic challenges with everything being done virtually. Some innovations were made to make this possible such as PMU-created training videos sent in advance to island councils, followed by phone discussions. The deployment with island councils was also done on a pilot basis with only 6 islands first to help refine and adjust the tool. Updates included adding an interface in local language since english seemed less comfortable for users. The tool for the Regional Waste Management Center Vandhoo did not progress as fast as expected between Oct to Dec because of a lack of response from the operator WAMCO. A second factor that impacted its deployment was the loss of EPA staff working on it to the new Utility Regulatory Authority. As monitoring waste facilities might shift to the new Authority this may help in the longer run. Discussions ahead will address whether or not the new Regulatory Authority should become an additional user of the M&E tools.
