The aim of the Project is to improve the quality of instruction and learning environment of the Zanzibar education system, targeting upper primary and lower secondary education. It was approved in June 2016 and became effective in January 2017. The overall implementation progress is positive and the Project is largely on track to achieve its development objectives. The project was restructured in December 2020 to extend project timeline by 18 months to allow the effective completion of activities, in particular the operationalization of the hub, and also to account for the COVID-19 related delays and its impact on the sector. 1/7/2021 Page 1 of 10 The World Bank Implementation Status & Results Report TZ-Zanzibar Improving Student Prospects Project (P153277) There are five components under the Project. Progress and achievement of each component are briefly summarized below: Component 1: Effective Math, Science and English Instruction: This component supports activities to enhance teaching and motivate teachers through a cohesive set of interventions that together address constraints in three key domains—availability of trained teachers, teacher skills, and teacher incentives and accountability structures. Accordingly, the component includes three types of activities: (a) retraining of selected in-service teachers to increase the supply of Math and Science teachers in lower secondary grades; (b) training of all English, Math, and Science teachers in targeted grades in enhanced student support; and (c) teacher management reforms to strengthen teacher accountability and motivation structures. Retraining of selected in-service teachers was completed in November 2020 and teachers are expected to be assessed soon. Teacher Training for Enhanced Student Support (TESS) has now completed training for 2 cohorts (total of 1,214 teachers). Component 2: Improved School Autonomy and Learning Environment: The main objective of this component is to equip schools with autonomy, resources, and incentives to improve the quality of instruction and student support by improving the overall learning environment of the school. This includes the provision of: (a) a Base School Improvement Grant to all schools on a per capita basis; and (b) a Performance-Based Top- Up Grant. It also explicitly supports capacity building of school management committees (SMCs) and community outreach to strengthen social accountability mechanisms in education service delivery. Several key achievements under this component have been realized: (i) development, printing and distribution of the School Improvement Grant Manual; (ii) training to all schools on the manual; (iii) four rounds of the Base School Improvement Grants have been disbursed to all 205 lower secondary schools; and (iv) one round of disbursement of the Performance based School Improvement Grant. Component 3: Hubs for Enhanced Math, Science, and English Learning: The main objective of this component is to support the provision of learning facilities/resources for improved Math, Science, and English achievement. It includes building and equipping of 159 additional rooms and MSE learning spaces in existing schools to reduce overcrowding, improve learning conditions, and promote Math, Science, and English learning. Construction of learning facilities was planned for 25 existing secondary schools—with each site serving as a hub for neighboring schools. The construction of facilities had been identified to serve a total of 75-100 lower secondary schools. During implementation, 24 school sites were retained and the 25th site was constructed through funding from another donor. Construction of all 24 sites is complete, all hubs are fully furnished and most have already received the equipment. The latter activity should be completed by the end of December 2020. Component 4: Systems Transformation and Project Management: This component focuses on four areas: (i) Examination reform; (ii) Education systems planning and foundational support for Components 1 and 2; (iii) Strengthening data systems and supporting Project M&E; and (iv) Project implementation support. Although technical assistance has been recruited under Component 4, such as the experts to support the examination reform, they have been unable to travel to Zanzibar due to the COVID-19 pandemic. Component 5: Support to the COVID19 response plan: This is a new component introduced during the recent project restructuring. The main activities are supporting the development of a Virtual Learning Environment (VLE), one of the MoEVT's strategies to strengthen sector resilience and to ensure continued learning in the face of school closures. MoEVT is receiving valuable guidance from the EdTech Hub, a joint initiative led by the World Bank, the Gates Foundation and the Foreign, Commonwealth and Development Office (FCDO). The activities will support the development of a framework for the development of a VLE, an implementation plan, and the development and testing of content, starting with lower secondary grades.
