Bangladesh Reaching Out-of-School Children II (ROSC II) is in the seventh (extended for 3 years in total including AF) year of implementation and plays a key role in providing a second chance primary education to out-of-school children in targeted rural upazilas (sub-districts) and selected urban slums. The project builds upon the experiences of both public and NGO provision of education, blending formal education with non-formal means of delivery, and providing young learners with an opportunity to complete grade five and transition to secondary education. Overall, ROSC II has brought 690,000 out-of-school children to 20,400 Learning Centers (LCs) established in 148 6/14/2019 Page 1 of 7 The World Bank Implementation Status & Results Report BD: Reaching Out of School Children II (P131394) of the most disadvantaged and remote upazilas, covering about one-third of the country. The project has also piloted initiatives in selected urban slums, and a pre- vocational skills training scheme for older ROSC students and Reading Skills Development (RSD) program for current ROSC students. The Pilot has been expanded to cover 50000 Urban Slum children in 11 City corporations for primary education and 25000 dropped-out children from ROSC LCs and other schools for Pre-vocational training. 2. Project Development Objectives (PDO): The achievement of the PDO is rated as moderately satisfactory in view of the following : (i) progress in the number of ever supported out-of-school children has reached 690,000 (93% of the End-of-Project (EOP) target of 720,000); (ii) about 75,000 additional out-of-school children are being supported through the scaled-up urban slum and pre-vocational pilot interventions; and (iii) the remaining PDO indicators are either on track to be achieved or have surpassed the EOP targets (e.g. the percentage of female students enrolled in Learning Centers (LCs) is 49%; average grade retention rate is 80%; two rounds of systematic student learning assessment have been completed; the pass rate in the last primary completion exams was 78%; and the share of disadvantaged students in total enrollment is 87%). The total number of student-years supported initially lagged behind due to delayed establishment of LCs and low retention of students, resulting from a number of implementation challenges in the first two years of the project. But the project has experienced significantly less dropout since 2016 and this indicator has notably exceeded the EOP target. 3. Project Management has been rated Moderately Satisfactory as (i) contract signing process for Specialized Agency has been delayed, (ii) delay in deployment of Field level officials, Training Coordinators, (iii) other field operations structure and key staff and consultants are in place and mobilized, and (iii) mobile management of supervisors have been successfully implemented and visible results in authenticating field information are evident. FM/Procurement: The fiduciary rating has remained Moderately Satisfactory despite some progress has been made. The project has hired a Financial Management Consultant but the hiring took unusually long time. The project is yet to hire the procurement consultant. However, external audit observations and unqualified audit opinions on the project financial statements have been timely settled and are on-track for the remaining ones, and Interim Unaudited Financial Reports (IUFRs) are submitted on time. The Monitoring & Evaluation (M&E) rating has remained Satisfactory given the continuous effort of the project in improving internal monitoring and reporting by following an activity and disbursement calendar and timely verification of self-reported field information. 4. World Bank Board Approved 25 million USD Additional Financing to (i) provide informal education to 150,000 primary-aged children (50% female) of DRP community in a safe and equitable learning environment; (ii) provide psycho-social support to around 300,000 DRP children and youth; (iii) capacity building of GoB and local administration of Cox’s Bazar; and (iv) improve facilities for DRP LC teachers’ training. To facilitate ROSC II to continue its support to the hosting community of Cox’s Bazar and extend its support to the DRP community through the additional financing, a two-year extension of the original credit has also been approved by IDA along with the AF. The closing date of the original credit has been revised from December 31, 2018 to December 31, 2020, aligned with the closing date of the AF. After a 2 months delay, the AF become effective on April 3, 2019. 5. Government has prepared a draft Terms of Reference (ToR) and obtained IDA clearance. UNICEF is now requested for preparing their technical and financial proposal. An agreement is expected to signed between ROSCII and UNICEF by June 10, 2019. The agreement signing with the Specialized Agency for Supporting Vocational Training for Cox's Bazar Host community is also delayed. ROSCU has prepared a draft ToR and Justification for Single Source and obtained IDA clearance. A draft Agreement is being reviewed by IDA. ROSCU is expected to sign the contract with specialized agency and training providers by June 10, 2019. 6. Disbursement up to to-date is 96% of IDA original allocation which is US$118 million. Disbursement from Additional Financing is yet to start. It is expected that around US$4 million will be disbursed from the AF by end of the fiscal year (June 2019). 7. Key Decisions: A. Training Coordinators will be deployed by June 30, 2019; B. Agreements will be signed with Specialized Agency (SA), Implementation Partners (IP) and Training Providers (TP) by June 10, 2019; C. Agreement will be signed with UN agency by June 10, 2019; A part time procurement consultant will be deployed by June 30, 2019.
