Measured by the PDO indicators, the average time to issue a construction permit is within the target of 60 days both at the central and at the municipal level. In the first quarter of 2014, it took 47.5 days at the central level and 40 days at the municipal level on average to issue a construction permit. It takes 8 days on average, as per Monitoring and Evaluation (M&E) report, to register a purchase and sale transaction with the Real Estate Administration. However, there are further delays in the completion of the Real Estate Administration Department (READ) new building and the current contract completion date of October 31, 2014, Page 1 of 6 The World Bank Report No: ISR15102 is highly unlikely. Also, progress on the Real Estate Cadastre (REC) creation is very slow and the target of 100,000 ha will most probably not be reached by the project closing date (April 30, 2015). READ is working with the World Bank team to implement the measures to improve the work of REC commissions and accelerate the REC creation.
