The current Project Development Objective (PDO) rating is Moderately Satisfactory. The project is expected to achieve three out of the four PDOs by the revised closing date of June 30, 2019. For the e-Government component’s two PDO level indicators; the first on the percentage of public sector officials that have undertaken one or more e- Government skills courses at the Bangladesh Computer Council (BCC) has been exceeded. The second indicator on the World Economic Forum’s Networked Readiness Index (NRI) has been moving in and out of target, due to its erratic ranking for Bangladesh. This indicator is to be replaced with the United Nations E-Government Development Index, and the restructuring is underway for this purpose. The IT and IT-Enabled Services (IT/ITES) component’s two PDO level indicators on IT/ITES industry revenue and employment were initially delayed, but have made steady progress in the last year. The IT/ITES industry revenue target has been met, and the employment target is likely to be met by the project's closing date on June 31, 2019. There have been project savings and new activities have been proposed by BCC's Project Coordination Unit (PCU). There is a need to ensure completion of all activities, including the current and new ones, by the project's closing. The PCU will also have to complete a revision of their Development Project Proforma (DPP) urgently, to enable implementation of the new activities. The project has recently undertaken reconciliation of previous Interim Unaudited Financial Statements (IUFRs), and identified some expenditures which have been wrongly classified in categories. A new Financial Management Specialist has been hired by the PCU, and the PCU and Bank's team are closely working together to resolve this issue. The PCU is also working closely with the Bank team and relevant government counterparts to discuss the next steps for the follow on "Integrated Digital Government" (IDG) project. The DPP for this new project is being prepared by BCC, and negotiations are expected to take place in first quarter in July, 2018. The Bank team will also provide technical inputs to BCC for refining their draft transition plan, to help ensure smooth transition of activities that will need to be carried forward to the next project.
