Project Development Objectives/Outcomes Original/Current Project Development Objectives/Outcomes The objective of the Project is to expand access to and improve the quality of basic education in the Recipient's territory. The Project consists of the following parts: (a) Implementation of activities aimed at expanding access to basic education through: (i) carrying out an out-of-school study to assess the factors limiting access to basic education and inform related policy decisions and implementation of education and sensitization campaigns in targeted communities to raise awareness of government fee-free and other education policies; (ii) implementation of community enrollment drives, "first-day-at-school" and other activities at local council levels aimed at increasing enrollments; and (iii) construction and rehabilitation of basic school classrooms, teachers' offices, stores, water wells, pit latrines and other facilities, including implementation of related environmental and social safeguard measures. (b) Implementation of activities aimed at improving the quality of teaching and increasing the access to learning materials through: (i) carrying out of studies on on-going in-service and overall teacher training and provision of in-service and distance education training to primary and junior secondary teachers; and (ii) provision of teaching and learning materials and furniture to basic schools. (c) (i) Provision of support for the coordination, day-to- day management, monitoring and evaluation and financial and procurement audit of the Program and the Project; and (ii) establishment of human resource management and teacher payroll system. 7b.
