Implementation Status and Key Decisions
The project is in its fifth year of implementation with cumulative disbursements of about US$ 62.81m (or 65%) as of November 6, 2020. Phase 1
investments in secondary cities are largely completed with 28.3km asphalt roads and 13.2km standalone drainages constructed. The physical
progress of Phase 2 investments is between 40% and 75%, with expropriation at about 95% and contracts closing by the end of January 2021.
Construction works include about 40km of asphalt roads and 18.47km of standalone drainage. In Kigali, upgrading of the Agatare settlement

(approximately 86ha) is currently at 61% physical progress with 85% of site now handed over to the contractor. Implementation progress will be
updated after the next implementation support mission.

This indicator measures O&M expenditures as a share of total district expenditures (calculated on the
basis of the executed budget at the end of each fiscal year, taking into account all budget lines associated
with maintenance and repair). The district maintenance budget considers budget for all infrastructure
projects (regardless of type of infrastructure such as roads, drainage, health clinics, schools, etc.) with

consideration, the total district maintenance expenditure, from each of the 6 districts is divided by their
respective total district expenditure to get the percentage. Methodology for this indicator was agreed with
the project team and updated during the implementation mission in January 2020.
