They achievements include: encouraging results from year 1 major maintenance works and progress in obtaining designs for major maintenance works, and the delivery of Bridge Management System Public Disclosure Copy (BMS) orientation/training sessions to DOR divisions. However, the Program has fallen considerably behind in almost all key areas. The Program could not make any significant progress in the implementation of Program Action Plan activities. Although the Program is appears to be on track to first year Disbursement Linked Indicator (DLI) targets, it still has not finalized dossiers for bridges that will go for DLI verification in the present year. Some progress has been made linked to DLI 5 and DLI 6. However, There has been no progress in DLI 4. The outlook to meet future DLI targets does not look to be good. The Program did not follow BIMP priorities in the selection of FY2013/14 bridges. Also the Program is yet to field Project Support Consultants and Capacity Building Consultants. Support from Page 1 of 7 The World Bank Public Disclosure Copy these consultants is vital in the achievement of DLI targets and the Program has been designed keeping their support in mind. The Program did not make any significant progress with regard to environmental and social systems. There is much room for stronger collaboration between the Program and the Geo-environment and Social Unit Geo-Environmental and Social Unit (GESU) of the department. This partnership is crucial in implementing the Environmental and Social Management Framework (ESMF). Apart from good progress has been made in resolving DOR’s audit objections, the progress linked to the fiduciary system is not encouraging. The Program reporting deserves improvement as well as the level of counterpart funding, which is below the level required to achieve the DLI targets. Also two Program trimester reports are overdue. Key Decisions for Disclosure a. The Program is in a downward trajectory. Although there are a few achievements, the Program has fallen considerably behind in almost all key areas. The Ministry of Physical Infrastructure and Transport (MoPIT) in a meeting with the World Bank team has agreed to work to improve the Program performance before the next implementation review (January, 2014) in four specific areas: (i) use of BMS in the prioritization of all bridges; (ii) submission of the overdue trimester reports by mid-November, 2013; (iii) improved coordination with the DOR unit that is responsible for social and environmental issues; (iv) submission of dossiers for DLI verification by December, 2013. b. The World Bank and MoPIT are discussing the possibility of a restructuring to address implementation slippages and capture new opportunities (especially expansion of maintenance targets where the progress can be considered to be adequate). The next implementation review will consider restructuring options in a greater detail.
