INDL4: Ad Ivance Agreement for Preparation of the
Proposed National Waterways Development Project

In response to the r,equest for financial assistance made on behalf of In( ii
("Recipient"), I am pleased to inform you that the International Bank for Reconstructi I
and Development ("World B, nk") proposes to extend to the Recipient an advance out C
the World Bank's Project Pr( paration Facility in an amount not to exceed three rnilli ,
five hundred thousand Dollari ($3,500,000) ("Advance") on the terms and conditions ;1
forth or referred to in this letter agreement ("Agreement"), which includes the altacl.
Annex, to assist in financing the activities described in the Annex ("Activities"). I|I
objective of the Activities is to facilitate the preparation of a proposed project designed t
enhance the transport capacity, and reliability of the Recipient's National waterway Ia :1
augment institutional capacity for the development and management of its inla 1:1
waterway transport system ('Project"), for the carrying out of which the Recipient Ia
requested the World Bank's f nancial assistance.
The Recipient represents, by confirming its agreement below, that:  (a)
understands that the provis on of the Advance does not constitute or imply a1
commitment on the part of IBRD or IDA to assist in financing the Project; (b) it ]k
authorized to enter into this Agreement and to carry out the Activities, repay the Advar
and perform its other oblig itions under this Agreement, all in accordance with 11i
provisions of this Agreement.
Please confirm the Re ipient's agreement to the foregoing by having an authori .-1
official of the Recipient sign and date the enclosed copy of this Agreement, and returnin  :
to the World Bank. Upon r-ceipt by the World Bank of this countersigned copy, t V s
Agreement shall become effec:ive as of the date of the countersignature; provided, howeN .,

that the offer of this Agreem,nt shall be deemed withdrawn if the World Bank has r ct
received this countersigned co y within ninety (90) days after the date of signature of tl i;
Agreement by the World Bank, unless the World Bank has established a later date for su .:I
