DATE: May 2, 1995 WORLD BANK GROUP SUPPORT: International Development Association (IDA)' credit: SDR 6.2 million (USS9 million equivalent). The IDA credit is for 40 years, including 10 years of grace; it carries no interest but has an annual charge of 0.75 percent on the disbursed balance and a variable charge of up to 0.5 percent (currently zero percent) on the undisbursed balance. TOTAL COST: USS10.5 million OTHER PROPOSED FINANCING: Government of Ghana,US$1.5 million IMPLEMENTING AGENCY: Department of Fisheries, Ministry of Food & Agriculture ESTIMATED COMPLETION DATE: December 31, 2001 PROJECT DESCRIPTION: The main objective of the project is to establish the long-term sustainability of the fisheries resource and thereby maximize its contribution to the economy. It will strengthen the capacity of the Ministry of Food and Agriculture's Department of Fisheries for managing the sub-sector focusing on: * formulation of policy and management plans and their implementation; * monitoring, control, surveillance and enforcement; and * promotion of the development of inland fisheries. In this context, the Department of Fisheries will be re-organized to give prominence to resource management functions, avoid ambiguities among units, improve efficiency in the utilization of human and material resources, more clearly define authority and accountability, and improve professional job satisfaction. The project will also strengthen the capacity of the Department of Fisheries in financial management, including the collection and management of fisheries levies, improved accounting and control of development funds, and proper budget planning and management. 'IDA (World Bank's concessionary lending affiliate) credits are denominated in SDRs (Special Drawing Rights), which are valued on the basis ofa "basket" ofcurrencies.
