[PDO (i) relates to Cambodia and PDO(ii) relates to Lao PDR. Since it isa regional project, the PDOs reflect the objectives of the beneficiary countries in addition to the regional dimension of the project.] Has the Project Development Objective been changed since Board Approval of the Project? This has resulted in the cancellation of the component to construct a transmission line between Lao PDR and Cambodia. However, the project has successfully brought reliable electricity to Saravan with the completion of the transmission line. The power demand met in Saravan increased from 40 GWh at appraisal to 59.8GWh in October 2012, or 91.8% of the end-of-project target of 65GWh. The Cambodia withdrawal has decelerated progress of setting up the conditions (transmission line and sub-station) for eventual interconnections of Lao PDR with other countries of the region. However, the building of Load Dispatching Center (LDC) was constructed and it has been housing Electricity du Laos operations since March 2012. Supervisory Control And Data Acquisition(SCADA) system is being installed. The LDC operated with SCADA would enhance safe grid electrical operations of generation, transmission and distribution of electricity in Loa PDR and for interconnection with neighboring countries.
