Amendment No. 1 to the Administration Agreement between Federal Republic of
Germany, acting through its Federal Ministry for Economic Cooperation and
Development (BMZ) and the International Bank for Reconstruction and Development
concerning the Global Infrastructure Facility (“GIF”) Trust Fund (MTO No. 069027) (the
“GIF Trust Fund”)

1.    Reference is made to the Administration Agreement between the Federal Republic of
      Germany, acting through its Federal Ministry for Economic Cooperation and
      Development (BMZ) (the “Funding Partner”) and the International Bank for
      Reconstruction and Development (“IBRD”) as trustee of the GIF Trust Fund (the
      “Trustee” and together with the Funding Partner, the “Parties” and each a “Party”)
      regarding the GIF Trust Fund MTO No. 069027, effective as of December 20, 2020
      (the “Administration Agreement”).

2.    The Trustee acknowledges that the Funding Partner agrees to provide a supplemental
      contribution in the amount of eight million Euro (EUR 8,000,000) (the
      “Contribution”) for the GIF Trust Fund MTO No. 069027, in accordance with the
      terms of this Amendment.

3.    The Contribution shall be administered by the Trustee on behalf of the Funding
      Partner in accordance with the terms of the Administration Agreement, including the
      “Standard Provisions applicable to the GIF Trust Fund” (the “Standard Provisions”)
      attached as Annex 1 to the Administration Agreement. Capitalized terms used in this
      Amendment and that are not defined shall have the meanings given to them in the
      Administration Agreement and/or the GIF Partnership Framework adopted by the
      Governing Council in 2015 as may be amended from time to time in accordance with
      its terms (the “GIF Partnership Framework”).

4.    The Funding Partner shall deposit the Contribution promptly following
      countersignature in the full amount and in the currency specified in paragraph 1
      above (“Contribution Currency”) into such bank account designated by the Trustee
      upon submission of a payment request by the Trustee.

5.    When making any deposit, the Funding Partner shall instruct its bank to include in its
      deposit details information (remittance advice) field of its SWIFT deposit message,
      information indicating: the amount deposited, that the deposit is made by the Funding
      Partner for GIF Trust Fund MTO No. 069027, and the date of the deposit (the
      “Deposit Instructions”). In addition, the Funding Partner shall provide a copy of the
      Deposit Instructions to the Trustee.
6.   Except with respect to the Deposit Instructions, any notice, request or other
     communication to be given or made under this Agreement shall be in writing and
     delivered by mail, fax or e-mail to the respective party’s address specified below or at
     such other address as such party notifies in writing to the other party from time to
     time:

7.   All other terms of the Administration Agreement shall remain the same.

8.   The Trustee shall disclose this Amendment in accordance with the Trustee’s Policy
     on Access to Information. By entering into this Amendment, the Funding Partner
     consents to such disclosure.

9.    Each of the Parties represents, by confirming its acceptance below, that it is
      authorized to enter into this Amendment and act in accordance with its provisions.
      The Trustee and the Funding Partner are each requested to sign and date this
      Amendment, and upon possession by the Trustee of this fully signed Amendment,
      this Amendment shall become effective as of the date of the last signature.
