The most notable outcomes so far are related to sustainable aquaculture, where more than 8,100 farmers have been trained in good practice techniques, the number of farm ponds meeting national effluent standards continues to increase, and disease losses in shrimp farming have been reduced. While these outcomes are encouraging, continued supervision and monitoring is required to ensure that they are sustained. Field activities related to sustainability of near-shore fisheries management is also making good progress in some 63 coastal communes. Data were measured by the provincial department of environment (DONRE) against VietGAP's standards, which included: NH3, PO4, H2S, NO2, and BOD5 and physical parameters. So far, 31 high risk shrimp zones in 8 project provinces have been selected to receive project assistance, involving around 6,000 shrimp farmers. The project has provided training on GAP for around 3,000 shrimp farmers in these zones. Before project's intervention, no shrimp farms in these areas met the national standards. According to the PCU's M&E report, around 43% of farmers in these 31 selected zones have applied wastewater treatment meeting national standards for pond water effluent. However, this reported figure might contain an error which is described below. During the M&E workshop in October 2015, the PCU and the Bank team conducted a review of M&E data and found that in 8 project provinces Soc Trang is the one which has the largest area of shrimp farms compared to the others. However, at present each PPMU determined the sample size for their own province based on a statistical formula. When data were compiled by PCU at the central level, Soc Trang might be under-presented in the average figure for the whole project. To avoid bias towards small area provinces, the Bank team has suggested an equal sample size (5%, randomization) for all provinces. This new adjusted methodology will be applied in the next mission in January 2016 until the end of the project PHINDPDOTBL  Indicator Two: Reduction in shrimp disease losses in the production areas applying Good Aquaculture Practices. Data were collected by the provincial sub-department of animal health in cooperation with provincial extension center and PPMU staff. Collected disease data included both infected area (ha) and yield loss (kg/ha). However, during the recent M&E workshop in October 2015, the Bank M&E Clinic team suggested a new measurement methodology which compares disease data before and after project's interventions in each GAP zone. It was agreed that baseline of disease data (before project interventions) for all GAP zones will be gathered from the existing data of DARD and a quick farm surveys by December 31, 2015. Disease data will focus on the two most important diseases which cause massive die-off of shrimp, namely white spot and early mortality syndrome (EMS). Disease data will include both infected area (ha) and yield loss (kg/ha).This new methodology will be applied in the next mission in January 2016 to the end of the project and will be reported in the next ISRs. This indicator was reported by calculating the percentage of the provincial coastline under fisheries co-management supported by the project and total provincial coastline. Near-shore fisheries co-management are being applied in 17 pilot communes at over 149 km of coastline out of 941 of coastline (excluding areas for special use) of all 8 project provinces. During the M&E workshop in October 2015, the Bank team has suggested this indicator will be measured using the indicator of reduced (30%) illegal/violating fishing activities by local community. This new methodology will be applied in the next mission in January 2016 to the end of the project. Assessment will be conducted by provincial sub-department of capture fisheries and resources protection (DECAFIREP). In the last year of implementation, a survey will be conducted to obtain additional information and date such as (a) ownership: participating members contribute their member fees (expected >90%), and (b) effective collaboration: reported cases are dealt within one day (after receiving reporting from community, the concerned agency will verify the information, inform local government and local community of their actions; expected >70%), and (c) community satisfaction: members are satisfied with co-management arrangements (expected > 70%). Certified and/or quality seed are those purchased from known sources that have been checked by authorities or seed from hatcheries having good bio- security conditions recommended by the project. Before the project, the supply of good shrimp seed was estimated at around 25% of total seed used in the country. They come from a few big companies such as CP, Uni-President, Viet Uc, etc. Farmers often prefer cheep seed but they often carry diseases. When the project came to implementation, the strategy in the immediate term is to raise awareness of farmers in GAP areas to use only good seed from the present good supply sources (i.e. CP, Viet Uc, etc.). In a longer term, the project will support to improve seed production capacity in Ninh Van bay hatchery area. The target of upgrading 20 small back-yard hatcheries is only a demonstration to encourage existing sub-standard small scale hatcheries to improve their practices, otherwise they will be phased out by the government or by farmers. The baseline of zero was an assumption. In the recent M&E workshop, it was agreed that this baseline will be verified by a quick survey before the next ISR. PHINDIRITBL  B4.
