Ethiopia had for a brief period been suspended from EITI due to non-publication of the second EEITI report on time. The said suspension, which lasted from 4th September, 2017 till 24th January, 2018 has now been revoked following the publication of the second EITI report; moreover, the third EITI report has been published well within time. Given the challenges encountered by EEITI due to the recent developments in Ethiopia’s political economy, it is indeed encouraging that Ethiopia has now regained its EITI Candidate status after a revocation of its suspension. The EEITI MSG has now been completely refreshed. Ethiopia’s first validation under the EITI Standard, 2016 is also currently underway. However, important outstanding issues remain in implementing EEITI, and the Government of Ethiopia is urged to facilitate the various EEITI stakeholders in completing the pending activities at the earliest. The passing of the draft EEITI Proclamation will be an important step in addressing concerns about CSO involvement in EEITI and providing them an enabling legislative framework to engage in EEITI. Capacity constraints in procurement and communications in the EEITI Secretariat will also have to be addressed in order to facilitate the on-ground implementation of identified actions in a timely manner. While some of the identified actions can be taken on the short-term during the lifetime of this grant, others can only be implemented in a phased manner on the medium and long term as they deal with systemic changes through several departments and ministries.
