A number of events throughout the implementation period impacted project progress. First, the selection of Twinning Partnership was delayed for almost a year, due to cancellation of the first procurement process in June 2012 and re-starting of the bidding process. The twinning partnership was finally signed in March 2013 -- around 2 years after project effectiveness. Second, a number of setbacks took place in 2013 which were out of the control of CSO. The death of the former President General of the CSO, resignation of the Project Coordinator, and resignation of the twinning partner’s Team Leader affected project implementation. Finally, coordination challenges between the CSO and the twinning partner in end 2014 and early 2015 resulted into significant delays in key expert missions and project activities. While some progress has been made in a number of areas since project effectiveness, several important activities planned under the project remain unimplemented. Concerning the sustainability of project outcomes, improvements brought about in data collection systems in CSO with support from this project are likely to be maintained. Improvements in compilation methodology and data sources of the National Accounts, expansion in the coverage of CPI, as well as better estimates made available by the Business Establishment Survey on gross value added and capital formation, will continue to be maintained in annual NA compilation. However, the sustainability of some other activities could be easily lost. After the first survey in 2011 (which showed that 74% of users were satisfied or very satisfied), the survey methodology was modified, and hence the results of the first survey are not directly comparable with the latest two. The second survey implemented in June 2014 and the third survey implemented in September 2015 showed that the percentage of users who are satisfied or very satisfied with statistical products of CSO are respectively 62% and 77%. These two results are directly comparable.
