There has been a general trend of unresponsiveness and declining performance of the Program Public Disclosure Copy over the past one year. There is little evidence to suggest that the Program remains a priority for the government. There had been unacceptable lapses in environmental and social related covenants. With Program’s current performance it is highly unlikely that the Program will achieve its development objectives. A few areas where the Program made progress include: (i) the delivery of Bridge Management System (BMS) orientation/training sessions DOR’s 5 and 25 Regions and Divisions respectively; (ii) incremental progress against fiduciary and cross cutting Action Plan actions; (iii) Some progress towards Disbursement Linked Indicators (DLIs) 1, 3, 5 and 6. Page 1 of 7 The World Bank Public Disclosure Copy The areas where the Program has seriously lapsed include: (i) non implementation of the technical, and social and environmental actions linked to the Program Action Plan. (ii) no progress in minor maintenance of bridges (DLI 2) and performance management in bridge sector (DLI 4); (iii) no substantive progress on Bridge Management System (BMS) data verification and updating; (iv) bridges undertaken for new construction outside of BMS priority in FY 2013-14; (v) Program becomes is a lesser priority for Department of Roads (DOR)/Ministry of Physical Infrastructure and Transport (MoPIT) considering the expenditure patterns; (vi) no substantive progress on quality assurance planning; (vii) no significant progress in improving Program management; (viii) non-submission of trimester reports on time. Key Decisions for Disclosure a. There has been declining performance of the Program for the last one year. There is little evidence to suggest that Program remains a primary priority to the government. The Program has also made lapses in environmental and social related covenants. With the current trend it is highly unlikely that the Program will achieve its objectives; b. The Program non-performance issues have already been communicated to the government by the World Bank. High officials of the government already have been told on the importance of ensuring that the Program takes corrective actions in order put it back on track. The Bank has also assured the government that it stands ready to support the government to reverse the current declining performance trend. c. A review of the Program is now ongoing is now on-going. The Bank will decide its future course of actions based on the findings of the current review. The suspension of disbursement under the Program is one of the options the Bank is considering.
