DENR formally requested the Bank in January 2011 to change the effectiveness condition to enable DENR to provide counterpart funding for Component 4 from its own budget for 2012 and 2013. The Bank has agreed to the proposed change. A formal request from the Department of Finance for the amendment of the effectiveness condition was received by the Bank on April 14, 2011. A second order project restructuring has been processed to: (a) amend the effectiveness condition; and (b) extend the Closing Date of the project from June 30, 2016 to June 30, 2017 because of the delay in meeting the effectiveness condition and subsequent delay in implementation. The Project Launch workshop will be held in mid-August 2011. The next World Bank supervision mission is expected to take place by December 2011.
