Some progress are being made in activities related to inputs distribution. In total during the off-season, 90 metric tons of fertilizers and 72 metric tons of seeds (of which 69 for rice, 2.4 for sesame, and 0.62 for horticultural crops) were distributed across the 9 Regional Directorates of Agriculture. Furthermore, 400 metric tons of fertilizers and 520 metric tons of seeds (of which 400 for rice, 40 for groundnut, 30 for local green bean or "niebe", 30 for sesame, 10 for maize, and 10 for sorghum) were procured and being distributed to producers actually in July 2021, for the rainy season. Cash for work activities are yet to start with FAO under the process of hiring the NGO and building partnership with financial institutions using digital mobile money transfer to support the implementation of this activity. However, there is some delay in the completion of the safeguards documents (ESMF), the project implementation manual (PIM) , the hiring of staff of the project coordination unit (PCU) with only the coordinator, financial management specialist and accounting officer hired so far. These delays are preventing the project from meeting most of the dated legal covenants on time. The key priorities are: (i) disclosing at country level the 7/16/2021 Page 1 of 7 The World Bank Implementation Status & Results Report Guinea-Bissau Emergency Food Security Project (P174336) safeguards documents to meet disbursements conditions for categories 1, 3 and 4; (ii) finalizing the PIM that was delayed because of a long sickness of the consultant during his field work in Bissau; (iii) hiring of the remaining staff for the PCU including an environmental and social specialists, an internal auditor, a procurement specialist, an agricultural specialist, a monitoring and evaluation specialist, and a communications specialist; and (iv) close monitoring of the inputs distribution to ensure a good targeting of the needy beneficiaries and develop a good data base to inform the project result framework. For the cash for work, FAO is contracting with NGO and financial institutions to support the cash for work. The efforts were put on inputs distribution to do not miss the cropping seasons. FAO needs to hire additional staff to speed up the project implementation and this underway.
