The project involves three components: 1. Strategic NationalProgram Support, aiming to strengthen the national institutional and financial framework for climate resilience, by (a) providing institutional support to the national climate change program; and (b) strengthening climate information. 2. Support to ParticipatoryAdaptation, through strengthening of the adaptive capacity of vulnerable rural communities in the Barotse sub-basin. 3. Pilot Participatory Adaptation, through the funding of actual participatory adaptation investments in the Barotse sub-basin, including (a) community adaptation sub-grants; (b) establishment and operation of an adaptation contingency fund; and (c) rehabilitation and strengthened management of traditional canals. Has the Project Development Objective been changed since Board Approval of the Project Objective? The project has continued to report an increase in the number of beneficiaries supported directly by the project to adapt to the effects of climate change. Total beneficiaries stand at 581,028 of which 55.2% are women. The following are some key highlights on project progress under selected components: 1. The project team has continued to support the closing off strategy to ensure ongoing sub-projects and activities are completed and handed over successfully to the communities and the local authority. Number of sub-projects completed and issued with completion certificates increased from 557 reported in the last mission to 1,269, representing 77% completion rate. In addition, there was an increase in the number of beneficiaries during the reporting period with 35 new sub-projects funded aimed to support an additional 7,779 people bringing total beneficiaries to 581,028. The NPCU and provincial PIU have been encouraged to continue providing technical support to the districts to ensure successful close off on the subprojects and hand over to the local authorities. 2. The project is supporting the Zambia Metrological Department (ZMD) and the Disaster Management and Mitigation Unit (DMMU) to provide reliable, accessible, timely early warning and climate information to vulnerable communities. The component under the DMMU has been completed with the design and equipping of the National Emergency Operation Centre (NEOC) completed. With the NEOC in operation now, DMMU does not need to manually record cases being reported of any hazards across the country, this is done via the Incident Management and call center system. This has dramatically improved the operation of the NEOC and effectiveness of dealing with emergencies, including managing and reporting on COVID (through the call centre).
