Although Project effectiveness is originally expected by December 2020, it is now expected to occur in March 2021 because of the delay in project signing. Project signing has been delayed by country processes, which includes approval by the National Debt Commission and the issue of a decree from the President’s Office. Despite the delay in effectiveness, the project is benefitting from two Project Preparation Advances (PPAs) to support preparatory and initial implementation activities. Progress has been made on the activities/implementation startup funded by the PPA as follows:  The Project Coordination Unit (PCU) has been established and recruited key personnel, including the recruitment of the Financial Management (FM), Procurement, Monitoring and Evaluation and Training specialists. Preliminary work for achievement of Year 1 DLRs targets is underway including preparation of the: (i) simplified school manual, (ii) onboarding program for new teachers, (iii) development of Competence Based Training (CBT) package, (iv) National Skills Development Strategy and plan, (v) pilot tracers studies; and (vi) the concept note for the development of an integrated digital platform for skills development opportunities. The status of effectiveness conditions, legal covenants and disbursement conditions are as follows: Effectiveness conditions:  Recruitment of a financial management specialist (FMS). This condition has been met: an FMS has been recruited and is officially on board.  Recruitment of a social specialist. The recruitment process is ongoing. The position has been advertised based on the terms of reference (ToRs) cleared by the Bank. The Special Procurement Committee (SPC) is reviewing applications.  Recruitment of an occupational health and safety (OHS) specialist. The recruitment process is ongoing. The position has been advertised based on the ToRs cleared by the Bank. The national preparation team is working on fulfilling 7 legal covenants which are not yet due. The progress for achieving the legal covenants is on track. Disbursement conditions for the Skills Development Fund (SDF):  Establishment of the SDF Grants Committee. This process is ongoing.  Recruitment of key staffs of the SDF secretariat is ongoing, including: o General SDF manager. The ToRs have been prepared and received “no objection” from the Bank. o Specialists to lead three SDF windows. The draft SDF implementation manual has been prepared and is being finalized. Key issues: The main risks to the project relate to the timing of project signing and effectiveness. The Bank team is closely following up with the national team and the Ministry of Planning (MINEPAT) to expedite project signing and effectiveness, and to support key activities related to Year 1 DLRs achievement. The Ministry of Secondary Education (MINESEC), Ministry of Employment and Vocational Training (MINEFOP), and MINEPAT are coordinating their efforts to speed up the completion of administrative steps which are required prior to project signing and effectiveness, including an issuance of a decree from the President’s Office.
