A critical step to this signing is the legislative approval of the borrowing planby the National Assembly of the country. Signing of the legal agreements will allow the roll-out of the project activities in the entire three states (Adamawa, Nasarawa and Ondo). The performance based financing (PBF) pre-pilot has been implemented in three Local Government Areas (LGAs) in the three states since December 2011. This has provided Page 1 of 5 The World Bank Report No: ISR9020 opportunity to the States to learn from the implementation before the roll-out of the PBF. The pre-pilot has been demonstrating encouraging results by bringing changes to management of health facilities – outpatient visits and institutional delivery at participating health centers had increased by 540% and 237% in Adamawa and by 657% and 738% in Nasarawa respectively between December 2011 when the pre-pilot started and September 2012. However, there has been a dip in the last few months - ascribed to seasonal changes and delay in the payment of performance bonus due to the delayed signing of the project. The payment delays are being addressed by the extended use of finances for Public Disclosure Copy project preparation. Critical actions over the remaining part of the year will include: (i) contracting and deploying a technical assistance agency for the project roll-out; (ii) completing baseline surveys to gather valid starting data; and (iii) planning the detailed operations and training staff for the project roll-out.
