Disbursement will be improved in the following calendar year with the implementation of the dual-fuel 10MW power plant contract. The LEC and Bank team agreed on finalizing the procurement process for the design of several activities with an estimated total cost of US$7 million. Particular attention will be given to the contracts for the supply and installation for the Heavy Fuel Supply handling and storage facility for LEC and the SCADA system. These contracts will allow proper integration and operation of the new generation projects. The team noticed that LEC still has challenges in dealing with the financial management aspects of the projects. The team encourages LEC to better oversee the integration of the procurement activities with processing payments for contracts that are negotiated. Implementation of the GPOBA grant of US$10 million started very well in 2012 achieving in one year 38% of the total targeted connections for the poor, but the team noticed that progress has come to a halt in the first half of 2013, reaching less than 1% of the total in new connections. It is expected that new connections to the poor would have picked up in the third trimester of 2013. The team has requested additional information from LEC to confirm whether this is the case, and also to understand LEC's planned strategy to complete the GPOBA program on time, building on earlier achievements and despite the slowdown in early 2013. The micro-hydropower plant at Yandohun in Kolahun District, Lofa County was commissioned in May 2013. For the Lighting Africa program, RREA hired a project coordinator to initiate the scale-up activities for the project that are based on the lessons learned from the AFREA-financed program. The scale- up phase is funded through the Global Environment Facility (GEF).
