Up until the COVID-19 global pandemic, significant advancements had been made on delivering community-related activities on both the forestry and mining side of the project. At present all field work is suspended per the government directives. In the meantime, the project is supporting relevant COVID-19 related efforts by the Ministry of Mines to support mining communities, per the government's request.  Component 1 and 2 (forest) are advancing well. Operational support to the decentralized forest administration in being fully deployed with the renovation of the Berberati office now completed, all motorbikes allocated to both Regional Directorates, and solar panels and VSATs acquired and ready to be shipped to Berberati and Mbaïki post-COVID. In addition, the PIU is setting up the technical working group which will guide the technical assistance on enhancing the forestry fiscal framework and the development of the related database. Local development activities in support to forest municipalities in southwest CAR have been launched. The initial socioeconomic diagnostic is completed in the Lobaye Prefecture and was interrupted in Mambere-Kadei in March due to COVID. Contracts with the local NGOs in charge of the supporting municipalities on Local Development Plans are finalized and will be signed to start work as soon as COVID restrictions are lifted. REPALCA experts will be involved to provide specific guidance on aspects related to indigenous populations. Note, however, that as per the project's results framework LDPs should be developed and endorsed by June 2020 in the 5 Municipalities of the Lobaye Prefecture. The timeline had already been postponed to December 2020 due to delay in launching activities on year 1 (issues with fiduciary agent PFTT). With COVID further delay is expected for achieving this indicator.  Component 3 and 4 (mining) have significantly improved implementation with several major activities about to commence, even if the work will be done remotely for the time-being. This includes the updating of the Ministry's mining policy, the scoping of the database for mining, and the functional review of the Ministry. The baseline for assistance to mining cooperatives was completed in April 2020 although now the launch of the technical assistance defined by the baseline is suspended due to the COVID-19 restrictions.  The project’s Grievance Redress Mechanism (GRM) was established in June 2019 and is posted online at https://www.mepc.cf/mecanisme-de-gestion-des-plaintes-du-pgrn/. Grievances can be submitted by email at pgrn_plainte@yahoo.com and phone at 72 59 67 13. The GRM is being operationalized and adapted as activities are implemented in the field. It was revised in January 2020, based on the Bank’s review, including to better consider Gender-Based Violence aspects.  Additional Financing (7.61 million US$) from the Global Environment Facility (GEF) is being prepared to scale-up support and give greater attention to biodiversity conservation issues and sustainable forest management. Extensive stakeholder consultations took place in January-February 2020 throughout the Prefectures of Lobaye and Sangha-Mbaéré (18 villages). A total of 527 stakeholders were directly involved and provided feedback on proposed project activities, including risks and opportunities. The Bank, government and technical partners are finalizing related documents to seek required approval (including from GEF) in the fall 2020.
