The second batch of high-risk obsolete pesticides (471 tons, mainly Ametryn) at the El Saf site were removed in July 2019 and were disposed at the designated incineration facilities in Sweden and France. The PMU has also completed a video recording of the entire process and results, for awareness, education and dissemination purposes. The results of OPs at the site was highly appreciate by the local communities. In response to the chemical explosion at Beirut Port, a quick inventory of OPs with possible fire/ explosion Comments: hazard was prepared and a third batch of 74 tons of OPs were disposed in September/ October, 2020 by co-processing in cement kilns. The last batch of about 214 tons of OPs is proposed to be disposed through cement kiln co-processing locally in Egypt as necessary consultations have been completed with potential industries and success of such disposal has been demonstrated through disposal of 74 tons of OPs as explained above. In addition, this reduces the cost of disposal, especially considering the fact that the costs of incineration/ disposal have significantly increased (by 40%) internationally. The PMU and MALR considered that this effort would also contribute to the country’s capacity and sustainability in managing and disposing OPs in future. Complete disposal of this last batch of 214 tons is expected in August 2021. As regards to the decontamination of PCB Oils, the contracts for the purchase of two decontamination units and renting one unit have been awarded and the equipment are expected to be delivered in September. Subsequently, the decontamination of all the identified transformers will be carried out by MOEE and is targeted to be completed by November, 2021. The most obsolete POPs pesticides were stored at the Adabeya port, which is located at ATAKA district at Suez Governorate which is an Industrial/Residential area of 8827 km2 with total population of 27,340 inhabitant including 40% women. Therefore, roughly 27,340 people are the project beneficiaries from the removal of those POPs pesticides. The El Saff site is located among a residential area of El-Saff Town – Giza Governorate at about 52 Km to the south of Cairo. El Saff is a highly populated area of about 100 square kilometer where 356,586 inhabitant exist. OPs/POPs storage facility of 1000 m2 area is situated among a large barn store grain of Comments: 15,300 m2 owned by the Bank of Credit and Development. The site is surrounded by sensitive habitats of different types and of proximity of the store (from within the same area to 3.8km). These habitats were affected by the stored OPS/POPs for the past decades. The removal of the OPs from the store relieved this population from an extremely high risk forever. Additional beneficiaries are expected after the disposal of 214 tons OPs and 1000 tons of PCB oils, contracts for which are under implementation. The tracking system for Obsolete Pesticides (OPs) has been established in March 2019. Now the MALR has only one place to report OPs. All OPs in the country are reported immediately to the central lab as per the Ministry instructions to all Directorates. The Ministry team trained on the job by the consultants Comments: inspects the storage sites to classify and identify the OPs and record them into the database developed by the project. This enables tracking and monitoring of all OPs in the country and reporting of any missing quantities. In addition, MALR has also issued a Ministerial Decree of Regulating Agricultural Pesticide in Egypt in Feb. 2018 ,that regulates and controls OPs with clear procedures. A project implementation unit has been established since January 2018 and a complete tracking system on PCB transformers has been established at MOEE in March 2019. MOEE issued on June 23, 2018, a ban on sale of out-of-service transformers and oils without PCB testing, which would greatly help to reduce environmental and health risks of PCBs to the public.
