As you know, in November 2020 the WB launched the GEI, an inclusive global partnership committed to developing country-owned, sustainable monitoring and evaluation (M&E) frameworks and capacities to promote the use of evidence in public decision-making, enhance accountability, and achieve better results. Over the past year, the WB has had discussions with AfDB to identify ways through which the WB and AfDB can collaborate in strengthening global evaluation capacity development in Africa through participation in the GEI. This is broadly aligned with the Memorandum of Understanding between AfDB and the International Bank for Reconstruction and Development and International Development Association (collectively, the “World Bank”) dated March 14, 2000. The AfDB and WB intend to collaborate on institutional strengthening and capacity building activities of their respective independent evaluation Units, in line with Annex IV, Section B ( 7 ) of the MoU. In this context, the WB’s IEG and AfDB’s IDEV will consider ways to:  share knowledge, ideas and lessons learned;  pool efforts and expertise;  utilize and leverage their existing resources and facilities to mutual advantage and benefit;  collaborate on the dissemination of lessons learned to the public through publications, peer review, the Internet, seminars, workshops, conferences and other easily accessible and inexpensive means;  participate in discussions of the Implementation Committee of the GEI, to leverage opportunities for greater impact through collaboration or coordination with GEI Associate Partners;  collaborate in the development, promotion, and implementation of evaluation capacity development (ECD) initiatives in Africa, particularly in regions that have limited options for ECD services;  coordinate, where relevant, support to key regional knowledge sharing or convening events and conferences in Africa;  work together to generate and/or share knowledge on key topics, including evaluation methodology, climate change, etc., to make them available to more stakeholders in Africa and globally;  share networks and connections with local and international evaluation communities;  collaborate to identify and build a roster of African evaluators; and DocuSign Envelope ID: 98845286-7509-48A3-932D-F87D44239840  periodically evaluate the effectiveness of working in collaboration with each other, with reference to their respective organizational mandates and priorities. The WB and AfDB will each be responsible for its own share of the associated financial and other obligations under these proposed areas of collaboration. Specific arrangements for individual activities and projects may be set forth in written work plan(s), to be jointly formulated by the WB and AfDB. The overall objective of GEI is to increase the number of countries and institutions equipped with high-quality M&E systems and capacities to improve policies and programs for the improvement of society. This is intended to be achieved through the development of a culture of evidence-based decision-making in Bank member developing countries, building a cadre of evaluators and M&E specialists in Bank member developing countries, generating M&E knowledge, and sharing it globally. The GEI Partnership’s activities will be implemented through forging partnerships with relevant evaluation capacity development (ECD) players and working with them as “Associate Partners”.  The GEI will partner with existing ECD players around the world to scale up ECD activities and to improve overall collaboration and coordination globally. Partnerships will be particularly important with large ECD players, with effective teams and large activities and country presence.   The GEI Partnership will be coordinated through an “Implementation Committee” (IC), composed of GEI’s Associate Partners, who will meet once per year to discuss shared objectives, as well as implementation and coordination opportunities at regional and country levels.
