The strong commitment by the Ministry of Infrastructure and Public Utilities (MIPU) to significantly accelerate implementation has resulted in disbursement at US$19.19 million (39.68%). The annual work plan is undergoing review and mitigation measures are being developed accordingly. Civil works under Components 1, 2, and 3 nearly completely programmed and committed and the majority of works planned and designed. Implementation progress is on track to support the Department of Strategic Planning, Policy, and Aid Coordination (DSPPAC) to develop an overarching National Disaster Recovery Framework. Component 1. Road Reconstruction and Improvement. The project continues to contribute to improving service levels of rural roads to provide all-weather access for remote island communities through the construction of well-engineered and resilient spot improvements (including drainage structures, drifts (water crossings), pipe culverts, retaining walls, and low maintenance concrete pavements). As envisaged at project design, an approach was taken to map all road investments under the project, and overlay this with population data. Taking a 2-km radius around the investments, the estimated population with improved road and pedestrian access is 27,587, substantially exceeding the Year 3 target of 9,000 people. Component 2. School Reconstruction and Improvement. School buildings under the project have adopted improved engineering designs to enhance their climate and disaster resilience in acknowledgment of the disproportionate impact to schools from TC Pam. More than half of all new classrooms constructed will be to higher structural standards, in compliance with international best practice for safe shelters, and to provide school beneficiaries and communities with improved access to disaster resilient facilities. Compared to the Year 3 target of 25 classrooms, 18 classrooms have been completed, including 4 to increased structural standards (Importance Level 4), allowing for their use as temporary safe shelters (including during TC Harold in April 2020). In addition, works are currently underway at fourteen (14) schools and contracts for works at an additional eight (8) schools have been signed. It should be noted that the results framework targets were established based on student numbers on the island of Tanna, which the Project is no longer targeting due to changes in government priorities. It was agreed that the number of beneficiaries to be reached under Component 2 will be revised based on the most recent enrolment data from Ministry of Education and Training (MOET) for schools financed under the Project. Component 3. Public Building Reconstruction and Improvement. Thirteen (13) public buildings have been improved, and an additional four (4) buildings are under design. The Project Implementation Committee (PIC) has approved an updated list, endorsed by DSPPAC, following new requests for support from government departments. The list now includes the repair and reconstruction of nine health facilities on a number of islands. New facilities will be designed and constructed in accordance with the provisions and functional requirements of the Ministry of Health’s (MOH) Role Delineation Policy (RDP, 2018) considering gender, inclusiveness, sustainability and disaster resilience and will contribute towards MOH goals to improve equitable distribution of health facilities and access to health service and to improve facility infrastructure. In accordance with the RDP, the new primary care facilities will provide safe and resilient space for health education, prevention and control of communicable and non- communicable diseases, maternal and child care, immunization, screening early diagnosis and intervention, treatment of common diseases and injuries.
