The contractor has not yet been granted access to quarry sites and borrow pits, affecting the overall implementation performance of the project. Land acquisition continues to be a challenge for all the four Lots. A project specific Grievance Redress Mechanism (GRM) is in the process of establishment for the Zeway-Arsi Negele road project (Lot3). The team was informed by ERA that, since the road traverse in two woredas, two GRMs will be established: one for Zeway area and the other for Arsi Negele. Status of implementation of associated projects: The Bank team has visited the Modjo-Hawassa road (all four Lots) twice since October 2018. During the visits the team met and discussed project implementation issues with the contractors and consultants. The progress varies from Lot to 1/20/2019 Page 1 of 7 The World Bank Implementation Status & Results Report Ethiopia- Expressway Development Support Project (P148850) Lot: while Lot 1 (AfDB section) and Lot 2 (Korea Exim Bank) are at 60% and 30% progress respectively, Lot 3 (World Bank) and Lot4 (China Exim Bank) are at early stage of construction. After some delays, ERA has hired an independent consultant to monitor implementation of safeguards in all 4 Lots. The main objective of this consultant is to ensure that environment and social safeguards are implemented in all four Lots consistent with agreed requirements. The Bank team will also continue monitoring the implementation of safeguards in all Lots. Technical assistance to Government: Two consultancy service contracts have been signed in the last two months: consultancy service to design an Intelligent Transportation System (ITS) along the Modjo-Hawassa corridor (ERA), and a consultancy service for a road safety audit on selected corridors (MoT). Both services are expected to commence in the next 3-4 weeks. The technical assistance to ERA and Ministry of Transport (MoT), including hiring of a consultant for an ITS master plan and to support the Addis-Adam Toll Road Enterprise; and piloting road safety enforcements on selected corridors are at advanced stage with a plan to conclude the procurement in the next 2-3 months. In addition, to strengthen the capacity of the National Road Safety Council (NRSC), an international individual consultant was hired and currently working with MoT. The expert has already proposed some changes to the existing NRSC arrangements, which are currently being reviewed by MoT.
