We also refer to the letter from Mr. Wang Zhongjing, Deputy Director-General, Department of International Economic and Financial Cooperation, Ministry of Finance ("MOF") dated December 4, 2017, requesting a restructuring of the Project. In addition to MOF's request, we also refer to the letter from Mr. Ye Guoliang, Director, Foreign Debt Division, Fujian Provincial Department of Finance dated January 4, 2018, requesting an amendment to the Project Agreement. I am pleased to inform you that after due consideration, the Bank concurs with the request and hereby proposes to amend the Project Agreement as follows: I. Annex to the Schedule is amended to read as set forth in the attachment to this letter. Except as specifically amended in this letter, all other terms and conditions of the Project Agreement shall remain in full force and effect.
