Although the project is not yet effective, the Department of Industrial Works has issued and is processing 2020 import quotas in accordance with the target agreed with the Multilateral Fund Executive Committee and has organized virtual World Ozone Day celebrations as part of its ongoing public awareness campaign on HCFC phase-out. The project has also completed a demonstration conversion of commercial refrigeration from HCFCs to low-GWP (global warming potential) refrigerant in preparation for quick start-up of the project’s main conversion investments under Component 1. mpaTable Multiphase Programmatic Approach (MPA) Status mpaTableBody Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance Low Low Low Macroeconomic Low Low Low Sector Strategies and Policies Low Low Low Technical Design of Project or Program Moderate Moderate Moderate Institutional Capacity for Implementation and Moderate Moderate Moderate Sustainability Fiduciary Moderate Moderate Moderate Environment and Social Moderate Moderate Moderate Stakeholders Low Low Low Other -- -- -- Overall Moderate Moderate Moderate Results PDO Indicators by Objectives / Outcomes To contribute to reducing HCFC consumption in Thailand IN00874502 ►HCFC Consumption (ODP tons) (Number) (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 410.00 410.00 410.00 354.70 Date 31-Dec-2018 17-Mar-2020 02-Sep-2020 29-Dec-2023 ODP of each chemical multiplied by total import minus export in MT. The actual consumption Comments: level will be confirmed via an independent verification to be conducted during the first half of 2021. Overall Comments PDO 9/27/2020 Page 2 of 7 Public Disclosure Copy The World Bank Implementation Status & Results Report Thailand HCFC Phase-Out Stage II (P165235) The project will be effective in the first half of FY21 hence 2020 is the first year that this indicator will be applied. 2020 HCFC import quotas of slightly lower than 410 ODP (ozone depleting potential) tons were issued by DIW. Actual import will be confirmed in early 2021 by an independent consumption verification consultant. Please note that ODP consumption is calculated by multiplying the ODP value to the tonnage (metric) of net HCFC substance imported (MP consumption = import minus export). The current HCFC consumption for 2020 is based on the import quotas issued by DIW at the beginning of 2020 until the end of the calendar year. The actual consumption figure will be known in early 2021.
