Implementation Status and budget release: The project has managed to continue planned interventions but with a slower pace of disbursement. The mission noted that the project has made important progress, in particular on the implementation of Component 1 (Sustainable Land and Water Resource Management), the largest by value and the primary focus of the first year of implementation, despite facing challenges stemming from the COVID-19 pandemic, including temporary office closures and restrictions on travel and large gatherings. As of June 30, 2021, the disbursement stands at $9 m versus the planned amount of $11 m. 2. Staffing: The PMU needs to be fully staffed and functional to speed up the project implementation, at present, the PMU doesn’t have key technical and operational staff such as procurement, M&E, safeguards, and key Subject Matter Specialists (SMS). This is negatively impacting the overall implementation of the project. The lack of key staff is mainly attributed to prevalent restrictions due to COVID, despite the conscious efforts of the project team. Key Consultancies: The period of COVID restrictions has also severely impacted the hiring of key consultants, including the M&E and Project Management Information System (PMIS) consultancies. 4. Project Management: I) Environment and Social Framework (ESF). ESF-related training of the state, district and block staff officials has been conducted, including social extension officers and forestry extension officers. The ESF rollout is constrained by the absence of a qualified Social Development Specialist for leading the rollout and implementation of the ESF and delayed finalization of the Community Operational Manual (COM). II) Financial Management: The IUFRs have been submitted on time and in a timely manner. The mission advised the PMU on areas that need attention. III) Procurement: The project lacks a dedicated Procurement specialist, resulting in significant gaps in correct and timely update of STEP with proper documentation. The Mission also observed some procedural lapses and reminded the PMU of agreed procurement arrangements, applicable procurement rules, and procedures. The mission recommended the PMU speed up the recruitment of the procurement specialist.
